Introduction
The Criminal Investigation Department (CID) is the premier investigation agency and staff authority for criminal investigation matters within the Singapore Police Force.

CID is staffed with a pool of highly dedicated and experienced investigators, and supported by planning and administrative staff. It takes charge of investigation and enforcement against specialised, major and technology crimes. Some examples include firearm robbery, rape, syndicated gambling, secret society activities, and intellectual property rights violations .

The department also provides the latest investigative support services such as scene of crime management, maintenance of criminal records and liaison through Interpol on criminal issues.

Mission
The mission of CID is to control crime and public disorder through the detection and prosecution of criminals, and through pre-emptive action based on reliable and timely intelligence.

Roles and Functions
The Criminal Investigation Department is led by Director CID who is assisted by a Deputy Director. Together they lead the department with a staff strength of over 500 officers, comprising Senior Officers, Police Officers and Civilian Officers. There are a total of 8 divisions in CID . They are:

  1. Major Crime Division
    The division comprises the Special Investigation Section which investigates into serious offences namely murder, firearm offences, kidnapping and other major incidents; and the Serious Sexual Crime Branch which investigates sexual offences such as rape.
  2. Specialised Crime Division
    The Specialised Crime Division comprises 6 Branches. They are the Secret Societies Branch, Specialised Crimes Branch, Unlicensed Moneylending Strikeforce, Specialised Crime Policy Branch, Intellectual Property Rights Branch and Casino Crime Investigation Branch. The Secret Societies Branch oversees enforcement and investigation work into all secret society activities island-wide. The Specialised Crimes Branch oversees enforcement and investigation into vice and gambling offences island-wide. The Unlicensed Moneylending Strikeforce focuses on investigation and prosecution of all UML arrests resulting from intel-led operations as well as investigates into sensitive cases. The Specialised Crime Policy Branch is the staff unit for the Specialised Crime Division and handles policy matters related to specialised crime. The Intellectual Property Rights Branch is a dedicated unit to deal with intellectual property rights enforcement and issues. The Casino Crime Investigation Branch seeks to pre-empt, detect and investigate all criminal offences that may affect the casino gaming operations as well as criminal cases stipulated under Part XI of the Casino Control Act.
  3. Technology Crime Division
    The division conducts investigation, forensic examination and prosecution into technology-related offences committed under the Computer Misuse Act, such as hacking and unauthorised access to email accounts. The division consists of the following branches:

  4. Bomb and Explosive Investigation Division
    The division was set up in 2004 due to the growing threats posed by terrorist groups. It is a dedicated division to manage the investigation of all incidents involving explosive devices, manage the training of officers in post-blast investigation, develop operational capabilities and facilitate in the sharing of information with foreign and local enforcement agencies. The division consists of the following branches:

  5. Intelligence Division
    The Intelligence Division takes charge of the gathering and analysis of intelligence relating to major, specialised and technology crimes in Singapore.
  6. Investigation Support and Services Division
    The division provides investigative support services such as forensic management, maintenance of criminal records, interpretation function as well as administrative and logistical support. The Division comprises the following branches, namely the Criminal Records Office, Forensic Management Branch, Specialised Interview Branch, Corporate Services Branch, Manpower Branch and Service Quality Branch.
  7. Operations and Investigation Policy Division
    The division comprises the Operations Branch, the Prosecution Branch, the Liaison Branch and the Training Unit. The Operations Branch is the staff authority on investigative operations and policies in SPF and it oversees the command, control and co-ordination of major operations mounted by CID . The division works closely with the Attorney-General's Chambers to provide directions and guidance on investigation matters such as policy-making and prosecution. The Prosecution Branch consists of police prosecutors who have been authorised by the Attorney-General to conduct prosecution. The Liaison Branch (LB) helps CID to establish closer working relationships with foreign police forces to facilitate the solving of transnational crime. The Training Unit is responsible to train and enhance the capabilities of CID officers in tactical skills and crime solving techniques.
  8. Research, Planning and Organisational Development Division
    The Research, Planning and Organisational Development Division is the principal staff department for CID . It provides staff assistance to the Directorate Office, in research, conceptualisation, planning, and monitoring of the implementation of strategic and tactical policies. It also conducts research into new capabilities, methods and procedures.
