Introduction
The Police Logistics Department (PLD) is responsible for procuring, distributing, maintaining, and replacing materials, equipment, vehicles and building facilities as required by all officers in the Singapore Police Force. Its present structure was incepted in 2001 and is based on a total review of the needs and aspirations of the re-engineered PLD. Click here to see our new shared vision.

The Roles & Responsibilities of Divisions In PLD:
 STAFF DIVISIONS
A. The Audit & Procurement Division (A&PD) oversees and ensures the strict compliance of all procurement activities to ensure that procurement activities are carried out within stipulated guidelines. This division conducts reviews to assess the effectiveness of existing audit controls, identify control deficiencies and implement corrective actions. It oversees and provides guidelines and quality standards for preparation of tender documents, tender advertisements and tender conference, including managing the tendering process and close surveillance of all tenders and quotations initiated by SPF HQ, Departments and Divisions. The A&PD promotes a knowledge-sharing culture with the aid of information technology within the Police Logistics Division (PLD) through maintaining a knowledge and documentation management system, including a technical resource library for documentation, control and cataloguing of best practices of procurement, strategies and policies, military specifications, maintenance methodologies and all asset blueprints.
B. The Doctrine & Operations Planning Division (DOPD) plans, co-ordinates and prepares logistics doctrine and procedures to support SPF operations. This division seeks to benchmark against world-class organisations and acquires best logistics practices from various agencies to facilitate continuous improvement in the SPF logistics system including the promulgation of new methodologies and best practices. It is also responsible for translating these applicable doctrine and best practices into logistics workplans fit for implementation.
C. The Logistics Readiness Control Division (LRCD) ensures the operational readiness of all logistics operations equipment and systems during peacetime and emergency. This division conducts operational readiness audit and analyses service performance of the various land divisions and PLD. It is responsible for defining and tracking the various service performance indicators of the land divisions and asset managers in PLD, through operational readiness audit and fault analysis with asset managers to rectify abnormalities detected. The LRCD analyses information and data on availability, reliability and maintainability of logistical assets for police operations.
D. The Manpower & Corporate Services Division (MCSD) is responsible for a variety of human resources issues ranging from recruitment to training and development issues in PLD. This division looks into uncovering work performance deficiencies through conducting training needs analysis to determine causes of under-performance and administer appropriate training solutions. The division is also responsible for administering induction programs and establishing point of contact for new employees to assist them to settle down in the new working environment. The MCSD also assists the various asset heads to develop career planning and promotion system and monitoring officers' career progression for all logisticians in the SPF.
E. The Strategic Planning & Finance Division (SP&FD) translates strategic directions and policies into executable logistics workplans for PLD. The division undertakes force-wide logistics strategic planning, in conjunction with Planning and Organisation and Division Commanders to synergize and align logistics planning with the overall strategic plans of SPF. It is responsible for analysing the impact of new development in logistical technology including armaments, optics, ammunition, vehicles, operations equipment and infrastructure on the operational readiness of SPF. The division formulates strategies to counter potential external threats and other environmental changes.
  ASSET DIVISIONS
F.

The Automotive Engineering & Management Division (AEMD) is the staff authority that plans, directs and controls all operational transportation activities of the SPF. It is responsible for putting in place a systematic and adequate maintenance program for vehicles. The division also serves as the asset manager and technical authority in the planning, provision and systematic maintenance of all types of vehicles in the SPF.

G. The Armament & Operations Equipment Division (AOED) is the staff authority on all maintenance and engineering issues pertaining to armaments, optics and ammunition in SPF. The division manages all armament and operations equipment according to LCM methodology, including appropriate configuration and modification control of armament systems. It is responsible for putting in place a systematic and adequate maintenance program for armament, optics and ammunition. The division also initiates technology scanning and technical feasibility study (where applicable) to assimilate advanced arms, non-lethal weapons and other operational equipment into SPF to enhance its operational capability.
H.

The General Supplies & Services Division (GSSD) is the staff authority that prescribes and controls all general supplies specifications such as uniform, headgear, accoutrement and footwear. The division is responsible for periodic reviews and updating of these specifications to ensure its relevancy. The GSSD initiates relevant quality testing and acceptance sampling of purchased items and performs inspection audit on the suppliers' and manufacturers' quality systems and processes. It also manages several longer term logistical services covering such as food and laundry contracts for all the police units.

I. The Infrastructure Development & Management (IDMD) Division is the staff authority that prepares and plans all projects involving infrastructure development and maintenance in SPF. It acts as the technical authority and project management for building infrastructure, building-related resources and maintenance of buildings. The IDMD is also responsible for providing leadership, guidance and training to the divisional logisticians on proper building maintenance and care.
