
INTRODUCTION
Training Command (TRACOM) was formed on 18 August 1997, from the amalgamation of the Police Academy and the SPF Training Department. It is located at the Home Team Academy, where other Home Team Department schools are also co-located.
MISSION
Our mission is to turn recruits into Police officers and to develop serving officers into better Police officers.
VISION
Our vision is to be an internationally renowned law enforcement training institution.
ROLES AND FUNCTIONS
TRACOM undertakes the training of trainees as well as serving officers. The trainees undergo residential training aimed at equipping them with the Police Officer Basic Standards, individual soft skills as well as team skills to prepare them for frontline duties.
The Competency-based approach is used to develop our training curriculum. Underpinning all competency standards are the following requirements instilled in our officers:

Demonstration of behaviours aligned with SPF’s Mission and Vision; |
| ii) |
Exemplary discipline, character and attitude as embodied by SPF’s Values; |
| iii) |
Knowledge of SPF’s organisation structure and related information; |
| iv) |
Dedication to providing service to the community; |
| v) |
Knowledge of the Police Force Act, Penal Code, Police General Orders, Standard Operating Procedures and relevant legislations; |
| vi) |
Minimum standard in physical fitness; |
| vii) |
Minimum standard of English language; and |
| viii) |
Minimum standards of computer literacy. |
The requirements of a Police officer at the basic level are defined by the Police Officer Basic Competency Standards as follows:

Manage routine crime and offences; |
| ii) |
Manage routine non-crime incidents; |
| iii) |
Conduct interviews; |
| iv) |
Report and record incidents during patrol duties; |
| v) |
Carry out patrol duties; |
| vi) |
Carry out escort, ward and security duties; and |
| vii) |
Use of force/tactical options. |
Competency standards are needed not only at the basic level but at all levels. Thus after acquiring the Police Officer Basic Competency Standards, officers are provided further training from an extensive range of courses for them to enhance their various vocational skills.
TRACOM is also the staff authority of training. It works closely with the specialist schools and divisional training units to deliver training to our officers. TRACOM staff responsibilities include development of training curriculum, management of training budget, audit of training safety and monitoring of training-related key performance indicators.
Through developing effective training content and delivery, and enhancing training capacity and capabilities, TRACOM strives to develop SPF officers into professional individuals and dynamic teams. |
