BACKGROUND
In anticipation of the increasing capacity of the public land transport network and its continued vulnerability in light of similar terrorist attacks in London, Madrid and Mumbai, a decision was made in Jun 2008 to form the Public Transport Security Command (TransCom) to better meet the enhanced security demands of the expanding public land transport system. TransCom was officially commissioned on 15 Aug 2009 and has since shifted to its Geylang Base in Dec 2009.
MISSION
The mission of TransCom is “To ensure the safety and security of the public transport system and its users.”
ROLES & FUNCTIONS
TransCom is a SPF specialist unit established to oversee and manage all policing efforts throughout the entire public land transport network in Singapore, which comprises rail (both MRT and LRT) and bus networks. Its functions include security planning, contingency planning and deployment of foot and fast response car patrols in both day-to-day and major deployments for effective response and management of security incidents in the public land transport system.
KEY PARTNERS
With its specialist knowledge, TransCom works closely with the Land Transport Authority (LTA) and the public transport operators (PTOs), namely SMRT and SBS-Transit, to formulate and implement security policies and measures to enhance public land transport security. TransCom also works closely with them and other Home Team partners in the management of routine and major incidents in the public land transport system. This can range from security incidents like crime and terrorist attacks, to civil emergency incidents like train disruptions and accidents.
On a day-to-day basis, the PTOs are still responsible for the efficient functioning of the public land transport system including crowd control functions for both its daily and event-based deployment.
