Security personnel in Singapore have joined forces with the SPF in the fight against crime and terrorism by participating in the ‘Project Guardian’. It is an adaptation of City of London’s Project Griffin whereby the Police and the private security personnel form a network of intelligence and crisis support. Members of Project Guardian are involved in three key activities:
a) Training & Sharing of Best Practices Members of Project Guardian will receive free training on key emergency roles namely; traffic control, cordon control, crowd control, emergency communication and evacuation. These skills will enhance the security personnel’s capability to deal with crisis situation which will also benefit the clients who employ them.
Apart from the above, members will also receive free ad hoc training and best security practices by the Police such as crime-risk assessment, suspect profiling, crime scene preservation and crime prevention through environmental design principles. These training will enhance the capability of the security personnel to perform their routine functions.
b) Intelligence Network via Bridge Call
The Police will form an intelligence network with security companies who participate in Project Guardian. Information on current security threats, crime trends and key events will be shared by the Police via “Bridge Calls”. It is a conference call which can only be accessed by screened representatives from security companies via a security pin.
If the information concerns an impending threat, it can then be cascaded to the clients of the security companies so that they may heighten their security arrangements or activate their respective in-house contingency plans. By staying abreast of current security threats and crime trends, security companies can provide better services to their clients by taking appropriate preventive or mitigating measures. This will benefit the security companies, their clients as well as the authorities.
c) Deployment & Exercises
Security personnel who participate in Project Guardian will be deployed to perform supporting roles during major crisis. Prior to the arrival of the emergency authorities, members can assist their clients to evacuate and conduct emergency communication to their building tenants. Under the supervision of emergency authorities, they will also assist to control cordon, crowd and traffic at crisis incident sites.
Trained members will be given opportunities to apply these skills during exercises coordinated by the emergency authorities. These exercises will expose the members to incident management of various major crisis and disasters as part of their professional capability development. Nonetheless, participation in the deployment and exercises are voluntary. It is also subjected to the agreement and contractual obligations between the security personnel and their clients.
During crisis deployment and exercises, members will don a highly visible Project Guardian vest to increase security presence and public confidence. Not only will this project a positive image of the security companies, it is also a good showcase of the client’s corporate societal responsibility by allowing their security personnel to assist others during major crisis. Moreover, clients would benefit from their security personnel exposure and experience.

Who should join ‘Project Guardian’ ? |

Any licensed private security personnel are eligible to join ‘Project Guardian’. If your organisation engages licensed private security personnel at your premises, you can register them to join ‘Project Guardian’.
If you are operating from the private security industry, you can also register your fleet of security personnel with ‘Project Guardian’. |

How do I register my licensed private security personnel with Project Guardian? |

You can simply complete the Project Guardian Nomination Form and submit to your Police Liaison Officer from the Neighbourhood Police Centres (NPCs).
