What Is A Police Report?

A Police report is an official document which initiates Police investigation when an offence is disclosed.

When Should A Police Report Be Made?

You should make a Police report when:

You are a victim of a crime or a crime has been committed;
A person is missing;
Property is lost or found.
( Note: You are not required to lodge a Police report for the replacement of lost items indicated under “Lost Properties That Do Not Require Police Report” on page. )

Police reports can be lodged in the following ways:

By making a written report made at a Police Station, Neighbourhood Police Centre (NPC) or Neighbourhood Police Post (NPP);
By calling '999'. You need not lodge a written report after calling '999', unless you wish to retain a written record of your report.
By making an online report via our Electronic Police Centre ( www.spf.gov.sg/epc) via the Internet. However, as reports made online might not be attended to immediately, you should not use this service under the following circumstances:

The case was committed outside Singapore

The case requires immediate Police action

The case is happening now or is in progress

The offender is still at the scene or is close by
-
Someone has been injured in the process
-
A person is missing
-
You or someone else's life is in immediate danger

Physical evidence has been left behind at the scene. Physical evidence includes:

Crime Reports

When making a crime report, the following information should be provided:

Date, time and place of offence;
Identity or description of suspect;
Circumstances leading to the offence;
Any other relevant information that would assist in Police investigations.

Do not tamper with a scene of crime at which a culprit might have left behind traces of evidence, e.g. fingerprints and bloodstains.

Once a Police report is lodged, the Police will advise you on the next course of action and provide you with a copy of the Police report will be given to you. If the report reveals the commission of an offence, the Police will investigate the matter.

If your case is being investigated, the investigator-in-charge of the case will inform you of the preliminary status of your case within the first 7 working days. The investigator will also keep you updated on subsequent developments of the case. Should you have any further leads or information into your case, you should inform the investigator-in-charge promptly.

Missing Person Reports

When making a missing person report, the following information regarding the missing person should be provided to the Police:

Particulars (name, NRIC/passport no);
Description (physical attributes, attire);
Frequent haunts;
Date/time/place last seen;
Any other relevant information that would assist in Police investigations.

You should make a police report immediately after you’ve tried but failed to trace the missing person yourself.. When making a report, bring along your own NRIC, or other identifications, and a recent photograph of the missing person if it’s available.

Should the missing person be found after the report is lodged, please inform the investigator-in-charge immediately. Police will inform you once the missing person is traced.

Found Property Reports

If you know the owner or issuing agency of the item is known, you may return the item directly to the owner or the relevant authority e.g. NRIC to ICA, bank card to the issuing bank. Otherwise, you should hand over any found property not belonging to you to the Police at the nearest Police station, NPC or NPP.

When handing over found properties to the Police, please provide the following information:

Date/time/place of properties found;
Particulars/Description of found properties;
Circumstances under which properties were found.

The Police will issue you with a duplicate copy of the found report to acknowledge receipt of the properties.

Is it wrong if I keep the found property not belonging to me?

You must not keep the found property unless you have first taken reasonable steps to find the owner to return the property to him/her. Failure to comply with the above opens the possilbility of you being charged with an offence of criminal misappropriation.

Donation Cards/Tickets

NCSS has affirmed that there is no requirement for a police report to be made for loss of donation cards/tickets.
**Note: A police report is necessary in the event that the cards are stolen.

Driving Licenses

Insurance Agencies

Any kind of loss (NP322/ NP 299)

The General Insurance Association of Singapore (GIAS) has affirmed that only accidents where there is injury, those involving government, foreign vehicles, hit-and-run and drink driving, and cases involving pedestrians and cyclists will need to be reported to the Police.

National Library Board (NLB)

Library Cards

A police report is necessary for the replacement of lost library cards. NLB will need card members to show proof of loss to waive the fines involved but does not dictate that the proof be in the form of a police report.

Certified True Copy Reports

When do I need a certified true copy of a Police Report?
Certified true copies of police reports and documents are required mainly for the purpose of insurance claims or court trials. For most other purposes, the duplicate copy of a police report given to you when you make a report at a police station, NPC, NPP or Electronic Police Centre (ePC) is sufficient.

What type of reports can be purchased?
The following documents are available: First Information Report (FIR), Statement recorded in accordance with Section 122 of the Criminal Procedure Code, Charge Sheet, Lost and Found Report, Traffic Accident/Offence Report, Vehicle Damage Report, Breath Alcohol Test Record, Sketch Plan and Photographs.

How can I obtain a certified true copy of the Police report?
Application can be made online through our Electronic Police Centre (ePC) at the following URL: http://www.spf.gov.sg/epc/index.htm

You may apply in person, through your lawyer or insurance company.

To facilitate Police’s processing of your application, you’ll need to provide the following information :

1. Police Report Number
2. Date of Report or Accident
3. You contact details
4. Local Address.
5. Vehicle No. (for TP reports only)

If you do not have all the required information listed above, you can apply for the reports in person at any Division HQ during office hours (8.30 am – 5.30 pm)

Are there costs involved in applying for a Police report?
Yes. A mandatory, non-refundable search fee of $14 per request is payable at the point of application, regardless of whether the document requested for is available.

All applications are subject to approval. In the event that an application is not approved, the search fee will not be refunded to the applicant.
