Arms & Explosives Conditions

LICENSING CONDITIONS FOR LICENCE TO DEAL IN ARMS (INCLUDING KNIVES & SWORDS) AND EXPLOSIVES

Documentation Of Arms
1 The licensee is required to maintain stock books/ records showing the following particulars:-

Arms Stock Book/ Record
(a) Date of Import/ Export
(b) Licence Number
(c) Imported/ Purchased From
(d) Address of Buyer
(e) Types of Arms

Arms Sales Book/ Record
(a) Sale of Arms
(b) Licence Number
(c) Names of Purchaser
(d) Passport/ NRIC No.
(e) Types of Arms

2 The licensee is required to notify the Licensing Officer of any change of address before shifting to a new address.
3 The licensee shall submit the particulars of all new employees (Name, NRIC, address and designation) to the Licensing Officer for approval before they are employed.
4 Where any person ceases to be employed by the company, the licensee shall notify the Licensing Officer within 14 days of the cessation of employment.
5 The licensee shall immediately report to Police upon detection of any signs / indications of unauthorised access or loss of any arms or any component parts of any arms.
Import And Export Of Arms
6 The import of arms shall be for the supply to any government agency or Statutory Board and licensed company or person only. Upon import, all consignment shall be immediately delivered to the storage approved by the Licensing Officer.
7 The licensee is not permitted to store any arms in any storage that is not approved by the Licensing Officer.
8 For any import or export of arms, the licensee is required to declare the Inward or Outward Declaration showing the correct destination and date through the TradeNet System. Supporting documents including End User Certification, invoices, import / export approval or licence and shipping documents must be submitted to the Licensing Officer.
9 If there is a need to store any arms, they shall be stored at the Free Trade Zone at PSA , Changi Airport or a storage approved by the Licensing Officer, pending delivery or re-export to overseas.
10 When importing or during transshipment, licensee shall ensure that the container security seal is intact upon discharged from the vessel/aircraft.
11 Licensee shall ensure adequate security measures are implemented to ensure the security of container if it is to be temporary stored at Free Trade Zone (FTZ).
12 Licensee shall ensure that consignment is jointly collected with armed Auxiliary Police Officer from the FTZ and a joint inspection is to be conducted to ensure that the security seal is intact.
13 The licensee shall ensure that the consignment is escorted by armed Auxiliary Police Officer directly to the approved delivery address.
14 The licensee shall ensure that all inspections, handing over & taking over procedures are properly documented and endorsed by all involved parties.
15 No arms or component parts of any arms shall be imported / exported via parcel post.
16 The licence is issued subject to all the provisions of the Arms and Explosives Act (Chapter 13) and of the Rules made there under.

(a) Date on which any explosive was taken into stock;
(b) Number of import licence or the name of the person from whom purchased or received
(c) Description of the explosives
(d) Quantity of each description sold, exported or transferred
(e) Number of purchase or export licence

18 The licensee is required to notify the Licensing Officer of any change of address before shifting to a new address.

29 The licensee shall ensure that the consignment is escorted by armed Auxiliary Police Officer and transported via the approved routes.
30 The licensee shall ensure that all inspections, handing over & taking over procedures are properly documented and endorsed by all involved parties.
31 No explosives shall be imported / exported via parcel post.
32 The licence is issued subject to all the provisions of the Arms and Explosives Act (Chapter 13) and of the Rules made there under.
