LICENSING CONDITIONS FOR LICENCE TO REMOVE EXPLOSIVES FOR BLASTING WORK |

| 1 | All blasting operations shall take place within the confines of the fenced-site which is out of bound to all members of the public. The danger area has to be evacuated of all personnel up to a distance of at least 100 metres from the blast site. | |
| 2 | The blasting site shall be covered with the site soil as over-burden. Dynastud shall be used to cover the overburden soil. The overburden soil covering and the dynastud must prevent the blasted rock from being hurled into the air. | |
| 3 | There shall be two red flags (62 cm x 92 cm) displayed and a clear sign prominently put up around the work site stating "Blasting Work In Progress. Danger. Keep out" to adequately warn the general public of the intended blasting. | |
| 4 | No blasting shall be carried out after 1800 and during thunderstorms, Sundays and Public Holidays. | |
| 5 | The licensee is to ensure that all safety precautionary measures are taken during the entire rock blasting. In addition, the administration and safety arrangements in explosive handling during the blasting as mentioned in the blasting proposal must be strictly complied with. | |

The licensee is required to comply with all the conditions stipulated in Annexes "A" and "B" and the conditions laid down by other relevant authorities. |

| 7 | The licensee is required to submit the blasting schedule to this office and other relevant authorities. Prior approval must be obtained from this office for any extension of the blasting work at the proposed site. | |
| 8 | The licensee is required to inform the Head Ops & Training of the relevant Police Land Division well in advance of the date and time of blasting and at least two hours prior to the blasting on the actual day. | |
