LICENSING CONDITIONS FOR LICENCE TO REMOVE EXPLOSIVES FOR PYROTECHNIC EFFECTS

1 Before applying for a removal permit, the company shall ensure that it has received approval from all relevant agencies, e.g. CAAS, MPA, RSAF (whichever applicable) and a final approval from the Police Division concerned.
2 There shall be no detour and unnecessary stopover during the journey from the magazine to the event area.
3 Aetos/ CISCO armed escort is required for the removal.
4 In the event that the fireworks are removed few days in advance for preparatory work, the company executing the fireworks shall ensure that the fireworks are guarded on site at all times and the company may also be required to engage Aetos/Cisco armed guards for this purpose.
5 All fireworks shall be spent on site. In the event that there is a leftover of undischarged fireworks, such fireworks shall be conveyed back to the Magazine for storage. Armed Aetos/Cisco guards are required as escort.

SAFETY GUIDELINES FOR EXEMPTED COMPANIES

The following safety measures are to be adhered to when using the fireworks that display the following theatrical pyrotechnics:
(1) Gerbs: The cap attached to the fireworks must be removed before it is to be discharged.
(2) Wired Guided Rockets:
(a) Steel cables or any other material of comparable strength must be used to guide the rockets;
(b) The fireworks must be discharged at 3 metres above the ground so that the path of the rocket will not collide with any persons;
(c) The ends of the rocket and the cables must both be properly secured to a metal bracket;
(d) The area for the flight path of the rocket and a radius of at least 6 metres from the end point of the flight path must be cordoned off;
(e) The exempted person shall use such reasonable means as to prevent public access into the area cordoned off as referred to in paragraph (d);
(f) The end point of the flight path for the rocket must be at least 3 metres high from the ground or any surface directly below the rocket, whichever is higher.
(3) Theatrical Maroons or Concussion
(a) Not more than half a cap of the fireworks for theatrical maroons or concussions shall be used;
(b) The exempted person shall at least 5 seconds before the discharge of the theatrical maroons or concussions, turn on a flashing light to warn the audience of the discharge;
(c) The exempted company shall make an announcement to all present before the discharge of the theatrical maroons or concussions. The announcements must warn about the loud booming sound and must be in or similar to the following:

"Ladies & Gentlemen, for our next item, we will be activating a sound effect which will sound like a "boom". About 5 seconds before its discharge, the light which is situated will start flashing and will continue to flash till the sound effect is activated. For any young children, the elderly or anyone with any heart problems, you are advise to close your ears when you see the light flashing."

(1) Before any fireworks are discharged, the exempted company shall ensure that all fireworks are kept in a secure container, in a safe and secure place away from direct sunlight or water and such container must not be subject to any unnecessary adverse temperature changes.
(2) The exempted company may only remove the fireworks from the container for the purposes of preparing for the fireworks display no earlier than 2½ hours before they are to be discharged.
(3) During the period the fireworks are being prepared for the display, the exempted company shall ensure that the fireworks are not left unattended and that no unauthorised person handle such fireworks.

(1) If any incident, accident, or mishap occurs in the course of the discharge of the fireworks, and -
(a) no injuries to any person has occasioned; or
(b) damage to any property is estimated to be not exceeding $100,
the exempted company shall inform a police officer verbally within 24 hours and shall lodge a police report within 36 hours of its occurrence.
(2) If any incident, accident or mishap occurs in the course of the discharge of the fireworks, and -
(a) any physical injury that is sustained; or
(b) damage to any property,
is estimated to be more than $100, the exempted company shall lodge a police report immediately.
