Arms & Explosives Guidelines

GUIDELINES ON APPLICATION FOR A LICENCE TO DEAL IN ARMS/ MANUFACTURE ARMS/ REPAIR ARMS (INCLUDING KNIVES AND SWORDS) OR TO DEAL IN EXPLOSIVES/ MANUFACTURE EXPLOSIVES/ STORE EXPLOSIVES

CRITERIA FOR APPLICANT, DIRECTORS/ PARTNERS AND STAFF
1 The applicant, directors/ partners and staff who will be directly involved in the handling of arms, knives, swords or explosives must fulfil the following criteria:
 
(a) be a fit and proper person e.g. free from criminal record; and
(b) have the relevant experience and knowledge in the handling of arms or explosives.
CRITERIA FOR COMPANY
2 The company must be registered with the Registry of Companies and Businesses
3 At least one of the directors of the company must be a Singaporean.
4 Only government linked companies will be permitted to manufacture arms/ explosives.
STORAGE/ REPAIR FACILITIES
5 There must be proper and secured facilities for:
 
(a) the repair of arms and their component parts; and
(b)

the display and storage of knives and swords.

6 Explosives must be stored in an approved magazine and arms must be stored in an approved armoury.
APPLICATION PROCEDURE
7 The applicant is to required submit the following to the Licensing Officer within 5 working days from the date of submission of the application:
 
(a) a catalogue or brochure showing the type of arms, knives, swords or explosives that he intends to deal in/ manufacture/ repair; and
(b)

documentary proof showing his experience in handling arms or explosives.

The supporting documents must be faxed or posted together with the acknowledgement slip generated by PLUS to the following address:

Note: “Arms” includes firearms, airguns, air-pistols, automatic guns, automatic pistols, and guns or any other kind of gun from which any shot, bullet or other missile can be discharged or noxious fumes can be emitted and any component part of any such arms, and bayonets, swords, daggers, spears and spearheads.

No Arms (including Airsoft or BB Guns) or Explosives or Explosive Precursors or any component parts of any Arms or Explosives shall be imported or exported via parcel post.
