GUIDELINES ON APPLICATION FOR A LICENCE TO POSSESS ARM

A. FOR TARGET PRACTICE
CRITERIA FOR APPLICANT
1 The applicant must fulfil the following criteria:
 
(a) be at least 18 years of age at the time of application;
(b) be a fit and proper person e.g. free from criminal record; and
(c) be a member of a registered Gun Club.
APPLICATION PROCEDURES
2 The applicant is required to submit documentary proof from the Gun Club to the Licensing Officer within 5 working days from the date of submission of the application confirming the following:
 
(a) his membership with the Gun Club;
(b)

his record of shooting practices in the club;

(c) that the arm he intends to possess can be used in the club’s shooting range;
(d) that he is permitted to store the arm in the club’s armoury; and
(e) that the arm for which he will be licensed will be kept strictly in the club’s premises.
3 If the applicant is above 60 years of age, he is required to submit a medical report prepared by a registered doctor stating that he is fit to handle arm to the Licensing Officer within 5 working days from the date of submission of the application (The applicant shall bear the cost of engaging a registered doctor).
The supporting documents must be faxed or posted together with the acknowledgement slip generated by PLUS to the following address:

B. FOR SELF-PROTECTION
CRITERIA FOR APPLICANT
1 The applicant must fulfil the following criteria:
(a) be at least 21 years of age at the time of application;
(b) be a fit and proper person e.g. free from criminal record; and
(c) be able to show proof that there is a serious threat to his life and there is no other way of overcoming/ removing the threat; and
(d) if application is successful, applicant must pass a shooting proficiency test conducted by a competent authority that is recognised by the Licensing Officer before he is allowed to possess the arm.
APPLICATION PROCEDURE
2 If the applicant is above 50 years of age, he is required to submit a medical report by a registered doctor stating that he is fit to handle arm, to the Licensing Officer within 5 working days from the date of submission of the application.
The medical report must be faxed or posted together with the acknowledgement slip generated by PLUS to the following address:

Note: “Arms” includes firearms, airguns, air-pistols, automatic guns, automatic pistols, and gun or any other kind of gun from which any shot, bullet or other missile can be discharged or noxious fumes or noxious substance can be emitted.

No Arms (including Airsoft or BB Guns) or Explosives or Explosive Precursors or any component parts of any Arms or Explosives shall be imported or exported via parcel post.
