GUIDELINES ON APPLICATION FOR A LICENCE TO REMOVE EXPLOSIVES (FOR BLASTING WORK OR PYROTECHNIC EFFECTS)

| CRITERIA FOR APPLICANT |
| 1 |
The applicant must be a fit and proper person e.g. free from criminal record. |
| CRITERIA FOR COMPANY |
| 2 |
The company must fulfil the following criteria: |
| |
| (a) |
possess a dealer's licence; |
| (b) |
is approved by the Licensing Officer to do blasting work; |
| (c) |
is registered with the Registry of Companies and Businesses; |
| (d) |
one of the directors of the company is a Singaporean; and |
| (e) |
all the staff who will be involved in the removal of explosives are approved by the Licensing Officer. |

| APPLICATION PROCEDURE |

The applicant is required to submit his application via PLUS. |
| 4 |
For licence to remove explosives for blasting work,
the applicant is required to submit the blasting proposal giving details of the place and method
to be used in the blasting. The proposal must be faxed or posted together with the
acknowledgement slip generated by PLUS to the following address:

Fireworks display can only be discharged at approved
national events and approval must be obtained from the relevant authorities such as SCDF, CAAS
and the Police Land Division, where the display is to be carried out. |
| 6 |
Pyrotechnics display can only be carried out on the following terms: |
|
1 |
| No fireworks display shall be executed, whether indoors or outdoors,
except at any of the following events: |
| (a) |
a dinner and dance; |
| (b) |
a wedding banquet; |
| (c) |
a national event; |
| (d) |
a musical concert; |
| (e) |
a variety show; |
| (f) |
a drama; |
| (g) |
a magic show; |
| (h) |
a celebratory event of a foreign embassy or diplomatic
mission; |
| (i) |
a trade show; |
| (j) |
a road show; |
| (k) |
a celebratory event organised at a national level in relation
to a significant public event, for instance, the light up of public roads in relation to a
public holiday, the Singapore River Hong Bao or the New Year countdown; |
| (l) |
an event organised at a national level for the promotion of
arts, tourism, sports or community development, for instance, the Singapore Arts Festival; |
| (m) |
a significant charity event, for instance, the President's
Challenge; |
| (n) |
a celebratory event organised by a Residents' Committee, a
Neighbourhood Committee, a Grassroots Organisation or a Community Development Council; |
| (o) |
a ground-breaking ceremony for the commencement of a
construction project; |
| (p) |
the official opening of any new building; |
| (q) |
a product launch; or |
| (r) |
a launch of a new vessel. |

| No fireworks display shall be executed indoors
except at any of the following places: |
| (a) |
an indoor stadium; |
| (b) |
a theatre; |
| (c) |
an auditorium; |
| (d) |
a ballroom in a hotel; or |
| (e) |
a convention or exhibition hall.
|
|
|
3 |
|
Where the fireworks display is to be executed indoors,
it shall be limited to theatrical pyrotechnics of the following types: |
| (a) |
gerbs; |
| (b) |
fountains; |
| (c) |
theatrical flashes or airbursts; |
| (d) |
coloured stars; |
| (e) |
streamers or confetti cartridges; |
| (f) |
steel wire guided rockets and whistles
(with a maximum working duration or propulsion of 3 seconds); |
| (g) |
ferris wheels, saxons, spinning wheels or air wheels; |
| (h) |
theatrical maroons or concussions; and |
| (i) |
lances. |

Where the fireworks display is to be executed outdoors,
it shall be limited to theatrical pyrotechnics of the following types: |
| (a) |
gerbs; |
| (b) |
fountains; |
| (c) |
theatrical flashes or airbursts; |
| (d) |
coloured stars; |
| (e) |
streamers or confetti cartridges; |
| (f) |
steel wire guided rockets and whistles
(with a maximum working duration or propulsion of 3 seconds); |
| (g) |
ferris wheels, saxons, spinning wheels or air wheels; |
| (h) |
theatrical maroons or concussions; and |
| (i) |
mines; |
| (j) |
comets; |
| (k) |
falls; |
| (l) |
lances; |
| (m) |
multiple shots; and. |
| (n) |
Roman candles. |

In any fireworks display, no fireworks shall be discharged unless they have been certified safe and approved - |
| (a) |
by the competent authority of the country of origin of manufacture; and |
| (b) |
by the manufacturer of the said fireworks. |
|
|

|
In any fireworks display, no fireworks shall be discharged where the period of recommended usage of the fireworks has expired. |
|

| (1) |
Subject to sub-paragraph (2), where any fireworks display is executed indoors, the highest point of the effect produced by the fireworks shall not exceed - |
|
(a) |
3 metres from its point of discharge where the height of the ceiling does not exceed 10 metres; or |
|
(b) |
5 metres from its point of discharge where the height of the ceiling exceeds 10 metres. |
| (2) |
The highest point of the effect produced by the fireworks shall be not less than 1.5 metres from any structure directly above the effect produced whether it is a permanent or a temporary structure. |

| (1) |
Where any fireworks display is executed outdoors,
the company executing the fireworks display shall maintain a safety area around the firing point of the fireworks display
in accordance with this paragraph. |
| (2) |
Subject to sub-paragraph (3), the safety area shall have a radius of not less than twice the height of the highest point
of the effect produced, measured horizontally from the firing point. |
| (3) |
Where any structure is present within the safety area determined in accordance with sub-paragraph (2),
the radius of the safety area shall be extended by a further 6 metres. |
| (4) |
The company executing the fireworks display shall remove all combustible materials within the safety area
to prevent ignition during the display. |
| (5) |
The company executing the fireworks display shall cordon off and control access to such area. |

No fireworks display shall be executed unless the company executing the fireworks display ensures that - |
| (a) |
adequate and appropriate first aid equipment is readily available at hand throughout
the duration of the fireworks display; |
| (b) |
appropriate and sufficient fire extinguishers as required by the Commissioner,
Singapore Civil Defence Force, are readily available at hand throughout the duration of the fireworks display; and |
| (c) |
all additional safety measures required in writing by the Officer-In-Charge,
Arms and Explosives Branch of the Singapore Police Force and by the Commissioner, Singapore Civil Defence Force, are complied with. |

|
The company executing the fireworks shall be required to do a sweep of the safety area,
immediately after every fireworks event to recover any undischarged or unspent fireworks and to send such undischarged or
unspent fireworks for proper disposal thereafter. |
