Arms and Explosives Licence
  Under the Arms and Explosives Act Cap 13, a licence is required if one:
  1. Has in his possession or under his control any gun, arms, explosives, poisonous or noxious substance;
  2. Imports any gun, arms, explosives, poisonous or noxious gas or noxious substance;
  3. Exports any gun, arms, explosives, naval or military stores, poisonous or noxious gas or noxious substance; or
  4. Manufactures or deals in guns, arms, explosives, poisonous or noxious gas or noxious substance.

 

For example, businesses dealing in arms/explosives such as the following items:

  • Swords which includes Kirpan, Kukri and Kris with blade of more than 12 inches
  • Bayonets
  • Spears
  • Daggers
  • Spearheads
  • Firearms
  • Air guns
  • Stun guns
  • Electronic dart guns
  • Spear guns
  • Empty cartridges (bullet casings) and accessories made out of such casings  and/or storing explosives such as
    • CS spray
    • Pepper spray

 

  A licence is also required if one have in his possession or under his control, import, export, manufacture or deal in any Explosive Precursor. Please see below for the list of EPs regulated.
 

EXPLOSIVE PRECURSORS

  1. Ammonium nitrate, or any mixture of components one of which is ammonium nitrate, but not including —

(a) aqueous solutions containing less than 60%, weight in weight, of ammonium nitrate; or
(b) any material in solid form comprising a mixture of components, one of which is ammonium nitrate, where the nitrogen content derived from ammonium nitrate is less than 28% by weight of the said mixture.

  1. Ammonium perchlorate.
  2. Barium nitrate, not including preparations and solutions containing less than 10%, weight in weight, of barium nitrate.
  3. Guanidine nitrate.
  4. Hydrogen peroxide, not including preparations and solutions containing not more than 20%, weight in weight, of hydrogen peroxide.
  5. Potassium chlorate.
  6. Potassium nitrate, not including preparations and solutions containing less than 5%, weight in weight, of potassium nitrate or a combination of both potassium nitrate and sodium nitrate. 8. Potassium nitrite, not including aqueous solutions containing less than 5%, weight in weight, of potassium nitrite.
  7. Potassium perchlorate.
  8. Sodium chlorate.
  9. Sodium nitrate, not including preparations and solutions containing less than 5%, weight in weight, of sodium nitrate or a combination of both sodium nitrate and potassium nitrate.
  10. Sodium nitrite, not including aqueous solutions containing less than 5%, weight in weight, of sodium nitrite.
  11. Sodium perchlorate.
  12. Perchloric acid.
  13. Tetranitromethane.

 

  The processing time for such applications is 7 working days from the date of receipt of the application.
