Bar, Cabaret/Nightclub, Cafe, Discotheque, KTV, Lounge, Pub, Restaurant or Snack Bar Guidelines
GUIDELINES ON APPLICATION TO OPERATE A BAR,CABARET/NIGHTCLUB, CAFÉ, DISCOTHEQUE, KTV, LOUNGE, PUB, RESTAURANT OR SNACK BAR;
1 The rooms are to be properly labelled e.g. KTV room, office, kitchen. For KTV rooms, there must be no blinds, curtains or decorations that will obstruct the view from the outside.
2 An outlet can also apply to place amusement machines, pinball machines, electronic dart machines, pool table or soccer table in their outlets. (Note: Approval is not required if the number of units provided is less than 5 and the machines/tables are of a type approved by the Licensing Officer - please refer to PEM (Exemptions)(Amendment) Order 2004)
3 The applicant must obtain the approval of other relevant authorities such as URA, LLB and NEA before commencing operation. There is no need for the applicant to visit the SCDF's Fire and Safety Service Department (FSSD) to obtain the Occupant Load (OL). SPF will assist to obtain the OL from FSSD when an application for a PE licence is received. Please note that for bar, cabaret/nightclub, discotheque, KTV, lounge and other INDOOR nightspots, the FSSD can only assess the OL after the Temporary Fire Permit (TFP) or Fire Safety Certificate (FSC) is issued. Hence, the applicant should not apply for a licence if the TFP or FSC has not been issued.
4 Unless waiver is obtained from the licensing officer, the applicant must soundproof the outlet to the following specifications:
 
(a) Sound level emanating from the premises measured at its boundary shall not exceed 65dBA for Leq (1h);
(b) Amplified sounds or any form of music from the premises shall not exceed 55dBA for 1 Leq(1h) measured at the nearest residential dwelling after 10.30 p.m.; and
(c) All opening such as doors and windows shall be kept closed when the outlet is in operation.
(d) A report from a professional engineer stating that (a) & (b) have been achieved, has to be submitted to the licensing officer within a month from the date of issue of the licence.
     
5 For outdoor music, it will generally be allowed up to 10.30pm unless special approval is granted by the Licensing Officer.
