TRAINING REQUIREMENTS
Private Investigator
Prior to deployment, all approved private investigators are required to pass the following WSQ module and submit the statement of attainment :
- Perform investigation activities in compliance with legal requirement (PI)
Applicants who have not passed the module will be deemed untrained private investigators and will be in breach of the Licensing Conditions if he / she is deployed.
Applicants who fulfill the criteria below may apply for an exemption from the training requirements for private investigators. Exemption will be granted at the discretion of the Licensing Officer.
 
EXEMPTION FROM MANDATORY TRAINING MODULE FOR PI LICENCE OBTAINED BEFORE 1 SEPTEMBER 2010
Criteria For Exemption
1 Person who has at least one year of relevant past investigative experience.
  Example: Former officer from the Singapore Police Force (SPF), Central Narcotics Bureau (CNB) or Corruption Practices Investigation Bureau (CPIB) who had at least one year of relevant investigative experience.
  (Note: All applications for exemptions must be accompanied with supporting documentary proof of investigative experience in their former employment and will be assessed on a case by case basis.)
2 Person who has obtained PI licence and passed the Basic Investigation Course by Civil Service College/ Institute Public Administration & Management (CSC/IPAM) before 1 SEPTEMBER 2010
3 Person who has obtained PI licence and passed the Principles of Investigation module under the Diploma in Police Studies and Security Management by Temasek Polytechnic before 1 SEPTEMBER 2010
4 Person who has obtained PI licence and passed the Specialist Investigation Course by CSC/IPAM before 1 SEPTEMBER 2010
5 Person who has obtained PI licence and passed the Certified Private Investigator (CPI) by ASIS International Singapore before 1 SEPTEMBER 2010
6 Person who has obtained PI licence and passed the Basic Private Investigator's Course by Security Association (Singapore)/ Association of Professional Investigation (Singapore) before 1 SEPTEMBER 2010.
7 Those with security-related academic qualifications or work experiences may write in to Licensing Officer for permission to be assessed via the ASSESSMENT ONLY PATHWAY (AOP).

STEPS FOR SUBMITTING "CERTIFICATE OF SERVICE"(COS) BY EX-UNIFORMED SERVICE PERSONNEL SEEKING TRAINING EXEMPTION
Faxing a copy of COS
Indicate your acknowledgement number PS/20YYMMDD/XXXX if any
Complete the form Annex B and prepare copies of the relevant documents.
Please fax to 65573485 attention to the Assistant Licensing Officer
Contact 65573458 / 65573459 to check for the successful fax transmission.
 
Emailing a scanned copy of COS
Scan and upload a copy of the "Certificate of Service" to the email
Email to SPF_Licensing@spf.gov.sg
Subject should be "Request for training exemptions for Mr/Ms XXXX"
Please include your NRIC/FIN number and contact details in your email

A "Certificate of Service" should contain your name, NRIC, vocation, length of service and performance in service.

APPLICATION FOR INDIVIDUAL PRIVATE INVESTIGATION LICENCE

What is the definition of a private investigator?
Please see Section 5 Meaning of “private investigator” under the Private Security Industry Act.

What is the difference between a Private Investigation Agency licence and Private Investigator licence?
Private Investigation Agency licence is issued to agency which will accept assignments and contracts.
Private investigator licence is issued to individuals who are employed to perform the private investigation work.

Can an individual private investigator solicit for services on his own?
No, only the licensee of the private investigation agency licence can advertise to provide private investigation services.

Who can apply to be a private investigator?
Only Singapore Citizens or Singapore Permanent Residents are eligible to apply for a Private Investigator License..

How do I apply for a private investigator licence?
You may apply for a private investigator licence with your SINGPASS here. The fee for private investigator licence application is $16.

I am a Director / Partner / Sole-Proprietor of an agency issued with Private Investigation Agency licence, must I go online to apply for my individual licence?
You will need to apply for the individual private investigator licence if you are performing the actual or part of the private investigation work defined in Section 5 of the Private Security Industry Act.

I am a new private investigator wanting to work for an agency, must I go online to apply for my licence?
Yes. You will be required to obtain your “Singpass” to log-on to www.spf.gov.sg/licence/frameset_PI.html .The fee is $16.

How long do I have to wait before I know the outcome of my application?
For private investigators, at least 14 working days upon receipt of your payment.

How do I submit my certificates and supporting documents?
Please scan the documents and upload them to www.spf.gov.sg/licence/frameset_PI.html. You may also fax them to us at Tel: 65573485 with the acknowledgement receipt generated from your online

What are the conditions that I must adhere to if my licence is to be approved?
Please refer to the licensing conditions above.

Under what situation can my licence be suspended or revoked?
For example, if you have been charged in the Courts, arrested or under investigation by law enforcement agencies.

If I do not wish to keep my licence, what should I do?
You may write to PLRD to terminate your licence. You may also login to the function “Termination of Licence” to terminate your licence using your licence number.

What should I do if I change my residential address?
You only need to report the change of address with any Neighbourhood Police Centre, Neighbourhood Police Post or Police Station. Our system will be notified of your latest address from the Immigration and Checkpoints Authority.

I obtained my Private investigator licence before 1.9.2010, how do I seek training exemption?
If you fulfil the exemption, you may complete Annex B and attached copy of your document. Both Annex B and copies of documents may be submit via fax to 65573485 or scan and email to us at SPF_SIRD@spf.gov.sg

I obtained my private investigator licence after 1.9.2010, what is the training requirement?
Upon successful application of your private investigator licence, you will be given up to 3 months to complete the WSQ module “Perform Investigation Activities in Compliance with Legal Requirements (PI). Upon passing the module, please inform PLRD to update your training records.

You may apply for your security ID card if you are licensed and passed the WSQ training.

If I had my private investigator licence and security ID card, do I have to attend the WSQ training?
Yes, you have to fulfil the training requirements stipulated under the licensing conditions of private investigator.

Do I need to make another ID card if I possess both security officer licence and private investigator licence?
You will only need to hold 1 security ID card even if you possess both security officer licence and private investigator licence.
