| LICENSING CONDITIONS FOR PRIVATE INVESTIGATOR | ||||||||||
| 1 | The licensee shall be: | |||||||||

| 2 | The licence to work as a private investigator is valid for 5 years from the date of approval by Police Licensing & Regulatory Department (PLRD); | |||||||||
| 3 | The licensee shall not solicit for business of private investigation services; | |||||||||
| 4 | The licensee shall comply with the Code Of Conduct; | |||||||||
| 5 | The licensee shall seek separate approval for possession and use of any technical counter surveillance equipment; | |||||||||
| 6 | The licensee shall not be involved in any debt collection business; | |||||||||
| 7 | The licensee shall surrender the Security Identification Card to Police Licensing & Regulatory Department (PLRD) when he/she is no longer approved to work as a private investigator. | |||||||||
| 8 | Unless otherwise notified in writing by the Licensing Officer, the licensee shall obtain the relevant Workforce Skills Qualification (WSQ) certification upon passing the "Perform Investigation Activities in Compliance with Legal Requirements" module. | |||||||||
| 9 | The licensee who does not meet the training requirements, shall be given a period of 3 months to complete and pass the prerequisite WSQ module(s). He/she shall submit the WSQ certificate to PLRD not later than 3 months from the date of approval of licence. Failing to do so would result in the licence being revoked. | |||||||||

What is the definition of a private investigator? Please see Section 5 Meaning of “private investigator” under the Private Security Industry Act. |

What is the difference between a Private Investigation Agency licence and Private Investigator licence? Private Investigation Agency licence is issued to agency which will accept assignments and contracts. Private investigator licence is issued to individuals who are employed to perform the private investigation work. |

Can an individual private investigator solicit for services on his own? No, only the licensee of the private investigation agency licence can advertise to provide private investigation services. |

Who can apply to be a private investigator? Only Singapore Citizens or Singapore Permanent Residents are eligible to apply for a Private Investigator License.. |

How do I apply for a private investigator licence? You may apply for a private investigator licence with your SINGPASS here. The fee for private investigator licence application is $16. |

I am a Director / Partner / Sole-Proprietor of an agency issued with Private Investigation Agency licence, must I go online to apply for my individual licence? You will need to apply for the individual private investigator licence if you are performing the actual or part of the private investigation work defined in Section 5 of the Private Security Industry Act. |

I am a new private investigator wanting to work for an agency, must I go online to apply for my licence? Yes. You will be required to obtain your “Singpass” to log-on to www.spf.gov.sg/licence/frameset_PI.html .The fee is $16. |

How long do I have to wait before I know the outcome of my application? For private investigators, at least 14 working days upon receipt of your payment. |

What are the conditions that I must adhere to if my licence is to be approved? Please refer to the licensing conditions above. |

Under what situation can my licence be suspended or revoked? For example, if you have been charged in the Courts, arrested or under investigation by law enforcement agencies. |

If I do not wish to keep my licence, what should I do? You may write to PLRD to terminate your licence. You may also login to the function “Termination of Licence” to terminate your licence using your licence number. |

What should I do if I change my residential address? You only need to report the change of address with any Neighbourhood Police Centre, Neighbourhood Police Post or Police Station. Our system will be notified of your latest address from the Immigration and Checkpoints Authority. |

I obtained my Private investigator licence before 1.9.2010, how do I seek training exemption? If you fulfil the exemption, you may complete Annex B and attached copy of your document. Both Annex B and copies of documents may be submit via fax to 65573485 or scan and email to us at SPF_PLRD@spf.gov.sg |

I obtained my private investigator licence after 1.9.2010, what is the training requirement? Upon successful application of your private investigator licence, you will be given up to 3 months to complete the WSQ module “Perform Investigation Activities in Compliance with Legal Requirements (PI). Upon passing the module, please inform PLRD to update your training records. |

If I had my private investigator licence and security ID card, do I have to attend the WSQ training? Yes, you have to fulfil the training requirements stipulated under the licensing conditions of private investigator. |

Do I need to make another ID card if I possess both security officer licence and private investigator licence? You will only need to hold 1 security ID card even if you possess both security officer licence and private investigator licence. |
