| LICENSING CONDITIONS FOR A RELIGIOUS PROCESSION PERMIT | |
| 1 |
The permit holder shall not without reasonable excuse be absent from the procession. |

The permit holder shall ensure that the procession is held within the time specified in the permit. |
| 3 | The permit holder shall ensure that no singing or music, gongs, drums or music-producing equipment is played during the procession unless authorised by the police officer granting the permit. |
| 4 | The permit holder shall ensure that no public address system is used during the procession unless authorised by the police officer granting the permit. |
| 5 | The permit holder shall ensure that the number of participants in the procession do not exceed the number specified in the permit. |
| 6 | The permit holder shall ensure that no banner, poster or placard is displayed unless authorised by the police officer granting the permit. |
| 7 | The permit holder shall ensure that the participants proceed in small groups of not more than 200 per group to the designated temple and no Kavadi carrier other than the Chief Priest carrying a brass pot is allowed unless approved by the police officer issuing the permit. |
| 8 | The permit holder shall ensure that the procession keeps to one side of the road and does not cause obstruction to the free flow of traffic. |
| 9 | The permit holder shall ensure that all volunteers and staff of the temple(s) concerned wear identifiable badges. |
| 10 |
The permit holder shall inform the participants of the conditions and restrictions by making announcements through the Public Address System (if authorised by the police officer granting the permit) or disseminating posters and/ or pamphlets. |
| 11 | The permit holder shall engage volunteers to regulate human movement inside and outside the temples and along the route. |
| 12 | The permit holder shall ensure that the participants do not litter along the route and at the assembly and dispersal areas. |
| 13 | The permit holder shall ensure that all volunteers and staff of the temples follow the advice and directions given by police officers on duty. |
| 14 |
The permit holder shall provide sufficient ropes, barricades or tapes to demarcate the directional flow of human traffic inside and outside the temples and along the route when necessary. |
| 15 | The permit holder shall immediately halt the procession and ensure that all the participants and vehicles disperse quietly and peacefully without undue delay if the police officers present are of the opinion that a breach is likely to occur and order the procession to be discontinued. |

Without prejudice to the above conditions, the police officer granting the permit may impose such additional conditions as he thinks fit. |
