Security & Traffic Arrangements for 40th National Day Celebrations at Padang , Marina South and Heartlands

Situation

Singapore will celebrate 40 years of independence on 9 Aug 05, and the key events are as follows:
a. Parade at Padang (P@P)

The National Day Parade 2005 will be held at the Padang on 9 Aug 05, and the Preview will be held on 30 Jul 2005.
b. Carnival at Marina (C@M)

The Carnival at Marina South will start on 06 Aug 2005 and end on 14 Aug 2005, with an opening ceremony on 6 August and a countdown event on 8 August.
c. Celebrations at Heartlands (C@H)

Celebrations will also take place at Yishun, Tampines and Jurong East on 9 August 2005 , from 0800 hrs till 2200 hrs.

Security Measures

The Singapore Police Force will implement security measures to ensure the security of the various events to celebrate Singapore ’s National Day, and this includes the following:

a. Padang
Road Closure and Vehicular Access
1) All immediate roads leading to the Padang will be closed to the public in 2 phases, starting from 0200 hrs for Phase 1 and 1300 hrs for Phase 2. Further details are in paragraph 3 below.

2) Police have defined a Vehicle Exclusion Zone, which is outlined by North Bridge Road, Stamford Road, Beach Road, Bras Brasah Road, Nicoll Highway, Esplanade Drive and Fullerton Road. Only vehicles bearing the NDP carpark or vehicle labels will be allowed access into this zone and checks will be conducted on all vehicles entering the zone. The zone shall be enforced from 1300 hrs onwards.

3) The carparks at the following locations within the Vehicle Exclusion Zone will be closed at 0200 hrs due to the Phase 1 road closures:
- Old Parliament Lane
- Empress Place
- Connaught Drive
- Singapore Cricket Club

All vehicles parked at these carparks without proper authorization will be towed away.

The carparks at the following locations within the Vehicle Exclusion Zone will be closed from 1300 hrs, due to the Phase 2 road closures:
- Parliament House
- New Supreme Court
- The Aldephi
- The Esplanade
- Singapore Recreation Club

Vehicles parked within the affected carparks will not be allowed to leave until the road closures are lifted.

Spectators’ Access to Padang

All NDP spectators are encouraged to use public transport to access Padang . Depending on the colour of the tickets, spectators advised to alight at the designated MRT Stations as follows:
- Green – City Hall;
- Blue – City Hall or Raffles Place
- Yellow – Raffles Place or Clarke Quay

The entry points are designated as follows:

Green
- Via crossing point at junction of Stamford Road and St Andrew’s Road & Stamford Road and Nicoll Highway.

Blue
- Via crossing point at junction of Stamford Road and St Andrew’s Road & Stamford Road and Nicoll Highway
- From Cavenagh Bridge or Anderson Bridge

Yellow
- From Cavenagh Bridge or Anderson Bridge
- From North Bridge Road , along Promenade

SAF Marshalls will strictly enforce entry by colored NDP tickets.

Signages will be posted along the route leading to Padang . Please follow the direction of the signages and approach SAF Marshalls or Police Officers for assistance if in doubt.

All spectators will be subjected to checks prior to entry into the seating area, and are advised to arrive early. In order to expedite the checking process, spectators are advised not to carry bags. Light refreshment will be provided in the funpacks. Please follow the instructions of the Police Officers during the checks.

All spectators should refrain from entering the pitch, where the parade and performance are taking place.

All bags that are checked at the entry point will be labeled with a special sticker. Please do not remove the sticker till departure from the Padang area. For security and crime prevention reasons, spectators should not leave their belongings unattended during the event.

During dispersal, please follow the instructions of SAF Marshals and leave the area in an orderly manner.

During emergencies, Police Officers and SAF Marshals will help to evacuate the spectators. Please look out for traffic wands and beacon lights deployed to guide the public safely out of the arena.

Public Access to vicinity around Padang

Police have also defined a Public Exclusion Zone, outlined by Parliament Lane , Anderson Bridge, Esplanade Drive and Stamford Road (refer to Annex B). The Esplanade Bridge will also be out of bounds to the public for safety reasons from 1800 hrs – 2100 hrs, due to the fireworks fired from the bridge.

Only working staff with Security Passes, performers and NDP ticket holders will be allowed access into the zone.

Members of the public accessing food and beverage outlets within the Empress Place area, Asian Civilisation Museum , Victoria Concert Hall and Threatre or Old Parliament House are advised to use the Promenade along Singapore River , accessible from North Bridge Road.

Most of Cavenagh Bridge will be reserved for access by NDP ticket holders. Members of public accessing Empress Place from Fullerton side will be diverted to the leftmost pavement.

Carnival at Marina and Celebrations at Heartlands

Road Closure and Vehicular Access

Carnival @ Marina To facilitate the above event, the following roads listed below will be closed to traffic daily from 0800 hrs to 2300 hrs from 6 to 14 August 2005 . On 8 August 05, the road closure will commence at 0800 hrs and end at 0300 hrs the next day. The whole of the Marina South area will be closed to unauthorised traffic from the following entry points:
a) Maxwell Road X Marina Station Road
b) Slip road of ECP (AYE) into Marina Street

Stakeholders have been advised by the organisers of the affected road closure. Only labelled vehicles will be allowed access into Marina South Vicinity. Members of the public are advised to utilise bus service 400 when visiting the carnival.

Police officers and army marshals will be stationed at road closure points to prohibit entry into Marina Vicinity. A hotline has been set up by the organisers to provide details about the event and road closure. The public may call the following number which will be operational with effect from Friday.

Parking restriction along the peripheral roads will be strictly enforced. Vehicles found parking and causing obstruction will be towed away.

Celebrations @ Heartlands
In order to facilitate the Heartlands celebrations, several roads within the three Heartlands will be closed to vehicular traffic. Details of the closure are listed as follows:

Yishun
- Yishun Central 1 towards Yishun Avenue 2 (between Yishun Central and Yishun Avenue 2) will be closed on 9 August 2005 from 8pm to 10pm.

Tampines
- Tampines Avenue 7 (between Tampines Avenue 4 and Tampines Avenue 9) will be closed on 9 August 2005 from 8 p.m. to 10 p.m.
- Tampines Grande will be closed from 5 a.m. on 6 August 2005 till 5 a.m. on 10 August 2005

Jurong - Jurong East Street 12 (between Boon Lay Way and Jurong East Street 13), Jurong East Street 13 (between Jurong East Central 1 and Jurong East Street 12) and Summit Lane (between Boon Lay Way and Jurong East Street 13) will be closed from 9 August 2005 from 5 a.m. till 5 a.m. 10 August 2005

Motorists are advised to comply with all traffic signs and directions of Police Officers and SAF Marshals on duty at the various locations.

Persons and Vehicular Checks
1) Both events are open to public. No tickets are required to gain entry to the events.
2) Police Officers will be deployed to provide for security coverage at these events. Members of public and their vehicles will be subjected to selective checks by Police. The public is also advised to avoid carrying bags into the area.

Road Closures

To facilitate the parade at the Padang, the following roads will be closed to vehicular traffic in two phases on 30 Jul 05 and 9 Aug 05, as follows:

Phase I (0200hrs to 2300hrs)
a. St Andrew’s Road
b. Connaught Drive
c. Old Parliament Lane
d. Empress Place
e. Fullerton Road (between Esplanade Drive and Connaught Drive)
f. Parliament Place (between Supreme Court Lane and St Andrew’s Road)
g. Coleman Street (between St Andrew’s Road and Supreme Court Lane).

Phase II (1300hrs to 2300hrs)

a. Bras Basah Road (between Beach Road and Nicoll Highway)
b. Beach Road towards Stamford Road (between Rochor Road and Stamford Road)
c. One side of Nicoll Highway towards Esplanade Drive (between Mountbatten Road and Stamford Road )
d. Republic Avenue (between Republic Avenue and Nicoll Highway)
e. Stamford Road (between Esplanade Drive and North Bridge Road)
f. Raffles Avenue towards Stamford Road (between Raffles Link and Nicoll Highway)
g. Temasek Avenue towards Raffles Avenue (between Raffles Boulevard and Raffles Avenue)
h. Esplanade Drive
i. Fullerton Road
j. Collyer Quay
k. Parliament Place (between North Bridge Road and Supreme Court Lane)
l. Supreme Court Lane
m. Coleman Street (between Supreme Court Lane and North Bridge Road).
n. High Street.

Parking restrictions along the peripheral roads will be strictly enforced. Vehicles that are found causing obstruction will be towed away immediately. Public bus services affected by the road closure will be diverted from the road closure area. The bus diversion plans are shown in Annex D & E.

Motorists travelling to Suntec City / Marina Square areas are advised to use the following route: ECP – ECP Rochor Exit (Exit 15) – Temasek Boulevard

Motorists travelling from Shenton Way planning to use Nicoll Highway to get to the eastern part of Singapore are advised to use the ECP entrance at Maxwell Road.

Motorists who need to make travel into the city area are advised to plan their travel route before commencing their journey. Traffic Police will be providing regular updates to help motorists be infomed of the traffic situation. EMAS advisory notices and updates via TrafficWatch will also be provided.

Conclusion

We seek the public’s co-operation and understanding for any inconvenience caused. Members of the public should contact Police immediately if they notice any suspicious bags or activity.
