Police arrested a 41-year-old Chinese man on 24 June 2009 for his suspected involvement in a series of loansharking harassment cases.
On 18 June 2009, a case of loanshark harassment was reported at Serangoon Central Drive. Loanshark-related graffiti was found on walls in the vicinity of the area. Following up on the case, officers managed to obtain CCTV footage which captured an image of the suspect. The image was also disseminated to other officers.
A breakthrough came on 24 June 2009, when another officer from Ang Mo Kio Police Division spotted and recognized the suspect while he was attending to other duties. The suspect was subsequently arrested and an assortment of handphones and bank transaction receipts were also seized after follow-up investigations.
Preliminary investigations revealed that the subject was a debtor-turned-runner and is believed to be involved in multiple cases of loanshark harassment island-wide. The subject will be charged in Court on 26 June 2009 at 9.00am for the offence of loanshark harassment.
First-time offenders found guilty of loanshark harassment shall be liable on conviction to a fine of not less than $4,000 and not more than $40,000 or to imprisonment for a term not exceeding three years or to both. They are also liable for caning if it is proved to the satisfaction of the court that, in the course of committing the offence, damage was caused to any property, or harm caused to any person.
