This year’s Qing Ming Religious Observance Day falls on Saturday, 5 April 2010. Large crowds and heavy traffic flow are expected at the following Chinese Cemeteries and Columbarium Complexes from 20 March to 18 April:
a) Choa Chu Kang Chinese Cemetery;
b) Bukit Brown Chinese Cemetery;
c) Phor Kar See Temple; (Bright Hill Columbarium)
d) Pek San Theng;
e) Yishun Columbarium
f) Mandai Columbarium; and
g) Mount Vernon Columbarium
Traffic congestion is also expected at the peripheral roads of these areas. Motorists are therefore advised to avoid the following roads:
a) Choa Chu Kang Road / Jalan Bahar / Lim Chu Kang Road / PIE;
b) Lornie Road / Sime Road / Kheam Hock Road / PIE;
c) Bright Hill Drive / Sin Min Drive / Sin Min Avenue;
d) Bishan Street 21 / Raffles Institution Lane;
e) Yishun Ring Road;
f) Mandai Road; and
g) Upper Aljunied Road / Mount Vernon.
Special Traffic Arrangements
There will be special traffic arrangements at the following Chinese Cemeteries & Columbarium Complexes to cope with heavy traffic flow:
A. Choa Chu Kang Chinese Cemetery
The following traffic schemes will be enforced on 28 March and 2, 4, 5, 11 and 18 April (Sundays and public holidays) from 5.30 am till 5.30 pm :
a. ‘A one-way traffic system within the cemetery will be enforced;
b. ‘No entry of heavy vehicles into the cemetery;
c. ‘Entry into the cemetery will be via the 4 entry points along Lim Chu Kang Road ;
d. ‘Exit from the cemetery will be via the 2 exit points (path 4 & 10) along Choa Chu Kang Road and Chinese Cemetry path 26 to Lim Chu Kang Road.
e. ‘No parking is allowed along Choa Chu Kang Road ;
f. ‘Parking within the cemetery will only be allowed at designated temporary car parks within the cemetery and columbarium compound; and
g. ‘Roadside parking will only be allowed along the extreme left lane of Lim Chu Kang Road towards the direction of Neo Tiew Road , between Muslim Cemetry Path 17 and Ama Keng Road , and Lim Chu Kang Road , between Ama Keng Road and Choa Chu Kang Road . However, no parking is allowed within 3m of a fire hydrant, 6m of a junction and 9m of a bus stop.
B. Phor Khar See Temple
The following traffic schemes will be enforced on 20, 21, 27, 28 March and 2, 3, 4, 5, 10, 11, 17 and 18 April 2010 (weekends and public holidays) from 7.00 am till 5.00 pm.
a ‘No Entry’ signs will be deployed at strategic junctions and motorists are advised to comply with the directions of Police Officers on duty at the said location;
C. Pek San Theng Temple
The following traffic schemes will be enforced on 20, 21, 27, 28 March and 2, 3, 4, 5, 10, 11, 17 and 18 April 2010 (weekends and public holidays) from 7.00 am till 5.00 pm at its immediate vicinity.
a ‘No vehicles are allowed to park along Bishan Lane
b ‘Once the parking spaces within the temple have been fully occupied, visitors will have to park at alternative parking areas available at the HDB car park of Bishan St 11.
D. Mount Vernon Crematorium
The following traffic schemes will be enforced on 20, 21, 27, 28 March and 2, 3, 4, 5, 10, 11, 17 and 18 April 2010 (weekends and public holidays) from 5.00 am till 5.00 pm:
a ‘With the exception of Police vehicles and vehicles belonging to SPCA, entry into Mount Vernon Road from Bartley Road will be prohibited;
b ‘Entry into the crematorium will be via Upper Aljunied Rd and the unnamed service road leading to the ash center;
c ‘Exit from the crematorium will be via Mount Vernon Park into Upper Aljunied Road and Mount Vernon Road into Bartley Road; and
d ‘Parking within the columbarium complex will only be allowed at designated car parks.
E. Mandai Columbarium
The following traffic schemes will be enforced on 20, 21, 27, 28 March and 2, 3, 4, 5, 10, 11, 17 and 18 April 2010 (weekends and public holidays) from 5.00 am till 5.00 pm;
a ‘A one-way traffic system within the Columbarium will be enforced;
b ‘ All vehicles will enter and exit the Columbarium via Mandai Road only;
c ‘ Roadside parking will be allowed along the extreme left lane of Mandai Ave on both carriageways. However, no parking is allowed within 3m of a fire hydrant, 6m of a junction and 9m of a bus stop.
F. Yishun Columbarium
Motorists who wish to go to the Columbarium are advised to park at nearby HDB car parks as no vehicles are allowed entry into the Columbarium. Parking along the peripheral roads are strictly prohibited.
G. Bukit Brown Cemetery
Motorists who wish to go to Bukit Brown cemetery are advised that parking along the expressway is strictly prohibited.
Motorists are advised to comply with the traffic signs and directions of Police Officers and columbarium/temple marshals deployed at the various locations. Visitors are advised to park their vehicles at designated locations in the vicinity of the cemeteries/columbarium. Enforcement action will be taken against motorists who park their vehicles indiscriminately.
