Traffic and Security Arrangements for National Day Preview and National Day Parade 2010
 

The National Day Preview and National Day Parade will be held on Saturday, 31 July and Monday, 9 August 2010 respectively at the Padang along St Andrews’ Road. The reserve date for the National Day Preview will be on Sunday, 1 August 2010 while that for the National Day Parade will be on Tuesday, 10 August 2010.

TRAFFIC ARRANGEMENTS

Road and Lane Closures

To facilitate the two events, the following roads and lanes will be closed during the following periods:

During the road closures, only authorized vehicles displaying the approved labels will be allowed to enter the closed roads. Auxiliary Police officers, Police officers and SAF traffic marshals will be deployed at the affected road junctions to assist and direct motorists. Parking restrictions along the peripheral roads will be strictly enforced. Vehicles found parking and causing obstruction will be towed away.

Motorists are advised against stopping along the ECP (Benjamin Sheares Bridge) to view the fireworks display. Apart from causing congestion, indiscriminate stopping of vehicles along the bridge is also irresponsible and dangerous. Traffic Police officers will be deployed along the ECP to ensure traffic orderliness. Summon actions will be taken against errant motorists who cause obstruction.

Public buses travelling into the vicinity of the Padang will be diverted. Information signs will be placed at affected bus stops and bus inspectors will be present to advise commuters.

Delays are expected along Beach Road , Bras Basah Road , Republic Boulevard, Raffles Avenue , Raffles Boulevard , New Bridge Road , Hill Street, North Bridge Road, Mountbatten Road , Stadium Boulevard and Old Airport Road due to the lane and road closures. Motorists are advised to plan their journey early and use alternative routes.

Motorists travelling to Marina Centre are advised to use Temasek Avenue via Republic Boulevard or Bayfront Avenue . Alternatively, motorists could also use Temasek Boulevard via ECP, Rochor exit. Motorists travelling to Fullerton Square and Battery Road are advised to use Collyer Quay via Cecil Street / Pickering Street . Motorists travelling to the Singapore Indoor Stadium or Leisure Park are advised to use Stadium Way via Tanjong Rhu Road .

To help motorists in planning ahead in their journeys to the city during this period, traffic advisory signs and electronic messaging boards will be placed at strategic locations leading to the event area.

Mobile Column Movements

The mobile column will also be rehearsing their movements during the National Day Preview on 31st July 2010 . During the movements, the mobile column will be travelling along High Street, Hill Street (towards the direction of New Bridge Road), New Bridge Road (towards the direction of Upper Pickering Street), Upper Pickering Street, Pickering Street, Church Street, Cecil Street, Collyer Quay, Marina Boulevard and Bayfront Ave (towards the direction of Raffles Avenue). Traffic along the route and the affected junctions will be stopped temporarily between 2.00 pm to 2.40 pm and 7.00 pm to 7.40 pm to facilitate the movements of the mobile column. Motorists are advised to avoid using these roads during these periods and to expect delays along these roads and the peripheral roads leading to them.

On 9th August 2010 , the mobile column will conduct their final rehearsal before the parade between 2.00 pm and 2.40 pm . During the rehearsal, the mobile column will be travelling along High Street, Hill Street (towards the direction of New Bridge Road), New Bridge Road (towards the direction of Upper Pickering Street), Upper Pickering Street, Pickering Street, Church Street, Cecil Street, Collyer Quay, Marina Boulevard and Bayfront Ave (towards the direction of Raffles Avenue). Traffic along the route and the affected junctions will be stopped temporarily during that period of time to facilitate the movements of the mobile column.

On 9th August 2010 after the drive pass at Padang , the mobile column will travel to the heartlands as part of the celebrations. Please refer to Annex B for the routes. Traffic along the routes and the affected junctions will be stopped temporarily to facilitate the movements of the mobile column. Motorists are advised to avoid using these roads between 7.20 pm and 9.00 pm and to expect delays along these roads and the peripheral roads leading to them.

Marching Contingent Movements

The marching contingents will make their way down to the events plaza at the Marina Bay Sands after the march pass at City Hall as part of the city march during the National Day Preview and the National Day Parade. To facilitate the marching, traffic along Marina Boulevard will be stopped temporarily between 7.30 pm to 7.45 pm . After the pledge taking at 2010hrs, the marching contingents will make their way back to their holding areas at the F1 Pit Building as well as Suntec International Convention and Exhibition Centre. Traffic will be stopped along Bayfront Avenue (towards the direction of Raffles Avenue ) between the junctions of Bayfront Link and Raffles Avenue between 8.20 pm and 9.00 pm to facilitate their movements. Please refer to Annex C for the movement routes of the marching. Motorists are advised to expect delays along Marina Boulevard and Bayfront Avenue during the movements of the marching contingents.

SECURITY ARRANGEMENTS

Entry into Padang

The public is reminded that admission into the Padang is by means of invitation cards or tickets. Members of the public should proceed along Stamford Road to St Andrew’s Road where verification of the NDP invitation cards or tickets is carried out for tickets holders of the yellow and blue sector. For ticket holders of the green and blue sector, verification will be carried out at the underpass beneath Anderson Bridge near Esplanade Park .

The gates will be opened at 3.00 pm and we would like to advise all ticket holders to arrive early for security checks, and to be seated before the start of the Parade. Ticket holders are encouraged to take public transport, and should plan their journeys early as traffic and human congestion are expected in the Padang area.

Security Checks

For security reasons, security checks on persons and belongings will be conducted as a condition of entry. To facilitate security checks, the public is advised to travel light and avoid bringing bags into the event area. The checks will be conducted at 2 main locations along St Andrew’s Road and the open space at Esplanade Park near Lim Bo Seng Memorial.

An NDP Fun Pack will be given to each ticket holder after the screening point and will contain amongst other things, 1 bottle of water, 2 packet drinks, and light snacks. For safety reasons, canned items, including aerosols will not be allowed into the Padang . Items such as lighter, keychains (in shapes of gun, pistol, bullet or grenade), or sharp objects are prohibited and may be seized by the Police. All containers (100 ml or larger capacity) with liquid or gel will also be subjected to checks by the Police.

Large Crowds Expected

As large crowds are expected at Esplanade Bridge , Esplanade Waterfront Promenade, Merlion Park , Helix Bridge , Bayfront Bridge , the pavement along ECP and Marina Bay Waterfront Promenade etc, the public is advised to be vigilant with their belongings. For safety reasons, Police may close off these locations when necessary to prevent overcrowding.

Dispersal

Due to the anticipated large crowds present at the Padang as well as the surrounding areas, dispersal after the event is expected to be slow. Members of public are advised to be patient and follow the instructions of Police officers and SAF marshals during dispersal. As City Hall MRT Station is expected to be very crowded during this period of time, the commuting public is encouraged to head towards Raffles Place MRT station, Clarke Quay MRT Station, Esplanade MRT Station or Promenade MRT Station instead. Adequate signage and marshals will be in place to direct the public to these alternative MRT Stations.

Flying of kites and remote controlled aircraft

For safety reasons, flying of kites or remote controlled aircraft is strictly prohibited at the Marina South area during the National Day Preview and National Day Parade.
