KEY HIGHLIGHTS AND ACHIEVEMENTS IN FY 2006
The Administration and Finance Department (A&F) is the authority on administration and finance management in the Singapore Police Force (SPF). It envisions itself to be a model
department in the continual pursuit of delivering administrative and financial services that exceed customers’ expectations.
Providing Financial Advice for S2006
FY 2006 saw A&F playing the role of Treasurer for the Security Sub-Committee under the IMF-WB Board of Governors Annual Meetings 2006 or S2006 Organising Committee.
The department exceeded expectations by providing sound financial advice for operational needs, preparing and guiding the Sub-Committee’s operations to comply with the Ministry
of Home Affairs’ (MHA) Internal Audit standards. A&F also planned and piloted the Cabcharge Corporate Taxi Voucher Scheme with Clementi, Bedok and Jurong Police Divisions and the Police National Service (PNS) Department during S2006 so that their officers will not have to pay cash for costly taxi trips.
Enhancing SPF’s Operational Capabilities
Apart from S2006, A&F has also exceeded expectations in enhancing SPF’s operational capability. As SPF is heavily involved in emergency overseas missions, A&F established a procedure for obtaining hard cash at short notice for the SPF Vanguard Teams’ use in response to emergencies.
Pursuing Excellent Service
A&F is also concerned with the continual pursuit of excellent service by ensuring that the SPF’s financial arm is able to respond effectively to high expectations of accountability and transparency. This is evident in the consolidation and transfer of the Fixed Asset function to A&F in July 2006 where the new team managed to resolve outstanding accounting issues and establish new operating guidelines for all Fixed Asset Officers in Police Units. Besides providing financial expertise to SPF, A&F also consistently reviews its internal processes to ensure proper management. A&F successfully passed the ISO 9001:2000
Surveillance Audit which testified to its healthy management of internal processes.
Lastly, A&F also worked with Vital.org in a strategic partnership to deliver exceptional services during the hectic FY closing period. A&F collaborated with Vital.org to coordinate and set up roving teams in the Police Headquarters and Police Cantonment Complex to process payments promptly for the SPF Units.
PLANS FOR FY 2007
A&F’s direction for FY 2007 is to continuously examine itself to regenerate and reinvent to meet new challenges. A great impetus for regeneration will be the ISO 9001:2000 recertification when A&F will take the opportunity to reexamine its processes and introduce changes to enhance service delivery. Another regenerative project is to look into shortening the processing time for PNS e-payments through a revision of procedures so as to benefit the PNS personnel with more efficiency. Finally, reinvention will take place with an enhanced internal audit capability with A&F to ensure that SPF and all its units are better prepared for financial compliance audits by external agencies in the current climate with strong emphasis for corporate governance.
