KEY HIGHLIGHTS AND ACHIEVEMENTS IN FY 2006

Crime Control and Security
‘D’ Division has contributed to the decrease in overall crime for Singapore in 2006, with a reduction of 47 cases or 1.5% in its overall crime rate. The division has controlled crime through its Joint Operations, Intelligence and Investigation (JOII) efforts, high crime clearance rate in solving cases, crime prevention, and proactive patrols.
‘D’ Division has also successfully managed its security deployments for the GE 2006, the IMF-WB Board of Governors Annual Meetings 2006 or S2006, President George Bush’s visit to Singapore, and the year-end celebrations at Sentosa and VivoCity.
Quality Service
‘D’ Division, being the first unit to be awarded the Best Service Excellence Unit award for FY 2005, has rejuvenated its commitment to service excellence by introducing the eight service excellence initiatives, so as to achieve strong internal service culture and enhance the frontline officers’ competencies.
Community Partnership
‘D’ Division’s close collaborations with the community and other strategic partners have bee instrumental in its fight against terrorist activities and crime. The division also clinched the Neighbourhood Watch Zone Competition Championship for the fifth consecutive year. Notably, the division has implemented significant Community Safety and Security Programme (CSSP) projects such as:
• Hawkers’ Emergency Preparedness Programme in Holland
Village and Margaret Drive;
• Alexandra Hospital Check-in Crime Prevention package;
• Crime Prevention for Foreign Workers’ Dormitories;
• Anti-Theft from Hawker Centre in Redhill Market;
• Anti-Housebreaking programme at kindergartens and education centres;
• Anti-Bicycle Theft CSSP;
• The annual CSSP Day; and
• Crime prevention video to raise awareness of Outrage of Modesty.
Organisational Development (The ‘Delta Diamond’)
In FY 2006, ‘D’ Division has excelled in each of its five domains of Organisational Development (OD):
a. Be disciplined – The division continued to maintain a zero loss for the Enhanced Portable Radio Set since its introduction in 2001;
b. Engaging officers – The division continued to engage all its officers, through the issue-based focus group sessions, Commander’s ground visits and dialogue sessions, knowledge enhancement visits, and flexi-benefits scheme. For S2006, ‘D’ Commander regularly engaged the officers and their families before and during the deployment;
c. Leadership development – The second cycle of Delta’s Unit Leadership Development Programme was launched in February 2007 to groom promising officers for future leadership positions;
d. Embracing teamwork – Great team spirit was demonstrated when the division retained the Streetcraft Competition Championship for FY 2006. The espirit-de-corps was also bolstered through the rolling out of many initiatives promoting good well-being; and
e. Being adept – Training was organised for officers assuming new postings, so that they could settle into their new jobs faster. The division also launched its first Knowledge Management comics to capture good JOII and investigation lessons in a fun and graphical way.
PLANS FOR FY 2007
Supported by its OD framework, ‘D’ Division will adopt the following three foundations – Capacities, Opportunities and Purposefulness (C.O.P.) of success to remain focused on crime control and security deployments, while further enhancing its service excellence and community partnerships:

- New developments in our terrain such as the upcoming Integrated Resorts and
one-north.
