KEY HIGHLIGHTS AND ACHIEVEMENTS IN FY 2006
A Force for the Nation
In line with the shared vision of the Singapore Police Force (SPF), ‘E’ Division continually strives to live up to its calling to be ‘A Force for the Nation’. Working closely with its partners in the community to strike fear in the hearts of criminals, ‘E’ Division believes in leading by example.
Overall Crime
In FY 2005, ‘E’ Division registered 5,107 crime cases. Despite the increased workload in FY 2006, it has managed to reduce its crime rate by 10% to 4,566 cases. This was possible only through the strategic deployment of limited resources in high visibility patrols to enhance police presence and in operations targeted at crime-prone areas to prevent and deter crime.
Major Operations
The past year saw ‘E’ Division covering numerous security events. Still fresh in every officer’s mind would be the IMF-WB Board of Governors Annual Meetings 2006 or S2006 in September 2006. During this trying period, SPF officers were tested to the limits on their resilience and professionalism.
The mental and physical resilience of ‘E’ Division’s officers was exemplified in two instances. In the first, Staff Sergeant June Tan of the Operations Branch continued to turn up for work throughout the event, despite being on long medical leave due to an eye infection. In the second case, Sergeant Md Rejab of the Toa Payoh Neighbourhood Police Centre continued with his duties throughout the event, despite suffering injuries whilst on Divisional Tactical Team Standby at the Home Team Academy.
The officers’ efforts in S2006 were featured in the division’s internal communications channel called the ‘Channel News Echo’. In addition, a unique ‘S2006 Memories Gallery’, which captured quotes from the division’s management and officers on 23 A1-sized posters, was also set up. Deputy Commissioner of Police Goh Liang Kwang, who was invited to view the gallery on 9 November 2006, penned his thoughts on one of the posters. ‘E’ Division’s success in internal communications also led to an invitation by the Public Affairs Department to share its best practices at the Internal Communications Seminar 2006.
Training
‘E’ Division has invested immensely in the training of its officers as they are its greatest asset. In March 2007, ‘E’ Division officers joined their Home Team counterparts from the Civil Defence Division (Queensway Base) of the Singapore Civil Defence Force to learn how to deal with a chemical-biological attack and to understand the role of the police in such an attack. Over and above operational know-how, the division’s officers also participated in etiquette and personal grooming workshops.
PLANS FOR FY 2007
In the coming FY, ‘E’ Division will continue to meet the challenges head-on, and improve its organisational excellence through:
a) Investment in officers’ training to ensure that they are equipped with the knowledge of policing in the modern context;
b) Increasing the community’s involvement in combating crime at the individual level;
c) Enhancing intra- and inter-division communication to expedite and fine-tune the performance of duties; and
d) Ensuring that officers are ever-ready to meet rising public expectations and emerging trends. ‘E’ Division is confident that it will rise above the challenges ahead with its passion and positive attitude towards work.
