KEY HIGHLIGHTS AND ACHIEVEMENTS IN FY 2006

Keeping Crime Under Control

In FY 2006, the overall crime rate of ‘F’ Division dropped by 14% compared to FY 2005. The achievement was a testament to ‘F’ Division’s commitment and dedication to reduce crime, although it serves one of the largest residential population of about 1.1 million. This decline in crime rate could be attributed to the Joint Operations, Investigation and Intelligence (JOII) approach adopted by ‘F’ Division in tackling crime.

Effective Security at Major Events

In FY 2006, ‘F’ Division successfully managed its security deployments in a number of large-scale events such as Asian Aerospace, International Institute of Strategic Studies (IISS), Thaipusam, GE 2006 and the IMF-WB Board of Governors Annual Meetings 2006 or S2006. Despite the heavy commitment, the division turned these challenges into opportunities to excel. For example, during the GE campaigning period, ‘F’ Division had the lion’s share of the GE rallies as many were held in its area. Notably, no serious incident took place during the rallies and on the polling day due to the security coverage provided by the division. The officers have also done the division proud in the S2006 deployment. Be it at the S2006 event site or at the Neighbourhood Police Centres (NPCs), the officers demonstrated unwavering commitment to their duties. The massive demand on resources for S2006, however, did not undermine the division’s dedication to fighting crime rate and its service standard.

Sports Excellence and Bonding Activities

‘F’ Division’s achievements at the operational front are enhanced by its efforts in improving the officers’ resilience. It is not all work and no play at ‘F’ Division, which won the Best Land Division award for the fifth consecutive year at the 57th Police Sports Association Annual Sports Meet held in March 2007. The division is also on the lookout to provide officers with purposeful activities such as team-building activities.

Developing Talent

‘F’ Division has continued with its efforts to develop leaders through the Achieving Personal Excellence (APEX) programme, following the success of its inaugural run for Police Officers in 2003. The division has since held three more runs of APEX. This programme has helped officers develop their leadership skills to prepare them for higher leadership opportunities.


Strong Working Relationships with Community

‘F’ Division’s strong working relationships with its community partners have also contributed to the division’s success.

‘F’ Division has the highest number of residents in its jurisdiction as well as the highest number of grassroots organisations (GROs)
– close to 200 GROs. The officers’ relentless efforts to engage the community in various Community     Safety and Security Programme (CSSP) projects have borne fruits. One such project was the Resilience     Development School (REDs) Camp
– a collaboration of Home Team Northern Sector and Ang Mo Kio group representation constituency     (GRC), where students were put through training sessions on crime prevention, counter terrorism, and     emergency preparedness lessons. The project was awarded the Home Team Achievement Award in     January 2006.

The division’s efforts in engaging the community was reaffirmed when it emerged as the second runner-up for the Neighbourhood Watch Zone competition held in June 2006. In addition, the division was awarded seven out of 15 awards at the National CSSP Awards Ceremony in July 2006.

PLANS FOR FY 2007

FY 2006 has been a challenging and exciting year for ‘F’ Division, but the division has managed the challenges well. With unity and perseverance, ‘F’ Division believes that it will be able to meet the challenges in the years ahead.
