KEY HIGHLIGHTS AND ACHIEVEMENTS IN FY 2006
Crime Control
FY 2006 was a challenging year for ‘G’ Division, but it remained resolute in its mission to keep crime under control. The division’s success lies in its two-pronged strategy – a collaborative approach towards combating crime which involves its Neighbourhood Police Centres (NPCs), Divisional Operations Branch, Investigation Branch and Divisional Intelligence Branch, and the engagement of the community to prevent and detect crime in partnership.
Much effort went into engaging the community in the division’s Community Safety and Security Programme (CSSP) projects. The division was able to keep the community abreast of the latest crime situations and disseminate crime prevention advice through Neighbourhood Watch Zone activities, crime prevention exhibitions and school talks by the NPCs.
In order to make the division’s crime prevention efforts more exciting for both the officers and the community, ‘G’ Division started the ‘Temasek Polytechnic (TP) -‘G’ Division Collaboration Framework’ in FY 2006. The Framework provided a platform for Temasek Polytechnic and ‘G’ Division to work together and conduct research to produce innovative and user-friendly devices to be used in the division’s CSSPs. To date, more than 10 areas have been identified for research.
Major Security Deployments
‘G’ Division successfully planned and operationalised several major security deployments such as the Asia Security Summit, GE 2006, National Day Parade 2006 and the IMF-WB Board of Governors Annual Meetings 2006 or S2006. Like other Singapore Police Force (SPF) units, S2006 saw the ‘G’ Division officers’ mettle being put to the test. ‘G’ Division also oversaw the security aspects of Global Security Asia 2007 held from 27 - 29 March 2007. More than 200 officers, 120 auxiliary police officers, K9 dogs, and Special Operation Command troops were deployed for this event which was attended by Ministers, Chiefs of Services and Heads of Organisations from many countries. At the end of the event, the foreign visitors were visibly impressed.
Organisational Development
Training Methodology
‘G’ Division believes that its success is directly correlated to the competencies of its officers. It recognises that training is the ‘key’ to developing highly competent officers. In FY 2006, special emphasis was placed on planning training programmes for officers. At any point in time, the ground officers would be able to channel feedback on their experiences during their shift duties to the Training Unit, which would then process the feedback and realise them into a set of ‘rolling’ training plans. These ‘rolling plans’ were modified to suit the ever-changing training needs of officers.
Discussion Forums for Officers
‘G’ Division recognises the importance of building camaraderie among its senior officers. In December 2006, the Golf Officers’ Sharing Session on Innovative Projects (GOSSIP) – a monthly platform for the division’s key officers to gather and discuss issues as well as seek solutions to problems innovatively and creatively – was introduced.
In addition to the above, recognising the importance of improving the communication between NPC Team Leaders and Officers-in charge of Operations, a regular weekly forum involving them and the Head Operations and Training of ‘G’ Division was introduced to help resolve any issues arising in the course of their work.
Co-Curricular Activities
It is not all work and no play for ‘G’ Division’s officers. The division has been actively involved in many sports activities such as:
• JOM Soccer Fiesta
• Police Sports Association (PSA) Inter-Division Dragonboat
Competition Men’s Team
• PSA Inter-Division Hockey Competition
• PSA Inter-Division Bowling Championship
• PSA Inter-Snooker Competition
• Cross-Country Competition
Societal Responsibility
‘G’ Division played its part in saving the Earth by organising the ’Changi Beach Clean-up’ on 20 July 2006 which involved about 100 officers.
PLANS FOR FY 2007
FY 2007 will be an equally challenging year for ‘G’ Division. Besides continuing with its efforts to keep crime at bay, the division also aims to explore using Operations Terrain Mapping (OTM) to benefit its ground officers in carrying out their duties. The division will also embark on CSSP programmes to further improve community partnerships and community resilience such as educating the public on the importance of the Community Engagement Programme (CEP).
