foreign workers’ dormitories for at least 30,000 occupants, and
Tuas Industrial Estate which has the highest number of high-risk
installations dealing in petrochemical and biological agents. |

KEY HIGHLIGHTS AND ACHIEVEMENTS IN FY 2006
Major Exercise and Operations
During the 13th General Elections (GE) held from April - May 2006, ‘J’ Division deployed a total of 1,416 officers, comprising regular officers, Police National Service Full-Time (PNSF) officers, PNSmen and Volunteer Special Constabulary (VSC) officers for three rally sites and over 50 polling stations that came under its charge. Due to the officers’ high level of commitment, there was no breach in public peace and security throughout the election period.
‘J’ Division officers faced its
toughest
challenges yet, when Singapore hosted the IMF-WB Board of Governors Annual Meetings 2006 or S2006 in September 2006. ‘J’ Division had the tasks of ensuring the safety and security of the G7 meetings held at Raffles Hotel, and providing security coverage for two social events for the governors’ spouses. As a result of meticulous planning and prudent deployment of resources, ‘J’ Division received compliments from the organisers for the extensive but non-intrusive security measures taken.
The sustained commitments during S2006 did not sway ‘J’ Division from its core policing functions, as it made every effort to maintain the daily operations of the Neighbourhood Police Centres (NPCs) and the two land checkpoints. Not only did all officers in ‘J’ Division rose and responded to the challenge in living up to SPF’s vision as ‘A Force for the Nation’, more than 100 Volunteer Special
Constabulary
(VSC) officers took leave or time off from their work and personal engagements and participated in the deployment. With close to 350 PNSmen recalled throughout S2006, less than 12% of the PNSmen reported ill for work. This
dedication and devotion to duty signifies ‘J’ Division’s commitment to the organisation, the people and above all, the nation.
Border Security
‘J’ Division works in close collaboration with the Immigration & Checkpoints Authority (ICA) to keep Singapore’s border safe and secure at the Land Checkpoints. The close level of co-operation helped to ensure expeditious clearance of passengers and vehicles without compromising security. On a monthly average, the volume of travellers and vehicles passing through Woodlands Checkpoint is about 7.1 million and 2.9 million respectively while
1.6 million travellers and 0.8 million vehicles pass through Tuas Checkpoint. In FY 2006, there were more than 14,060 detections of smuggled contraband, controlled and prohibited items and illegal entry and exit.
The high volumes of human and vehicular traffic also make the checkpoints attractive targets for terrorists. However, ‘J’ Division together with ICA’s Woodlands and Tuas Commands have
implemented a number of security initiatives to “harden” the existing structures at the checkpoints. One of these initiatives implemented is the deployment of the heavy duty cat claws with the ability to stop intruders from forcing their way into Singapore. Another is the secured zoning project which would effectively prevent persons from attempting to sneak into and out of Singapore.
Welfare Activities
Building a sense of community and camaraderie within the division, ‘J’ Family Day, Dinner and Dance, festive celebrations, appreciation dinners and free movies are all part of enhancing the division’s organisational resilience.

• Champion (Men) of the Police Sports Association Inter- Division Netball Championship
• Champion (Men Category B) of the Sea Sports Dragon Boat
• Winner of 2 Golds and 2 Silvers at Singapore Police Force 3-I Convention
PLANS FOR FY 2007
With globalisation, like all other divisions, ‘J’ Division will have to manage an influx of foreign talent and visitors, working, living and playing in Singapore, which would pose new challenges in the ever-changing operational terrain for SPF. The key in meeting these challenges lie in having a strong and resilient pool of officers, led by effective supervisors. ‘J’ Division is confident that its officers will be able to meet these challenges and even exceed the achievements of FY 2006, as it continues its efforts to make Singapore a safe and secure home for all.
