Police Logistics Department

KEY HIGHLIGHTS AND ACHIEVEMENTS IN FY 2006

FY 2006 was by no means an ordinary year for the Police Logistics Department (PLD). Amidst a challenging work year due to heightened security and tight budgets, the department saw two major challenges – the GE 2006 in May, and the IMF-WB Board of Governors Annual Meetings 2006 or S2006 in September. Logisticians in the Force rose to the occasion by effectively and efficiently providing logistics support for these two events, whilst at the same time ensuring progress in developmental areas.

Effective Logistics Support for Major Events

Logisticians were actively deployed from procurement to installation during the preparations for GE 2006 and S2006. Given the scale and sensitivity of these events, PLD was required to support police deployments island-wide and around the clock over long durations. For example, during S2006, logistics support was promptly and effectively provided to more than 10,000 deployed officers. The department also introduced over 3,000 new design public-order barricades, 20 Mobile Crash Barriers and 70 new specially designed public order vehicles ranging from the Patrol Escort Tactical Response Vans, Police Tactical Troop vehicles, Armoured Personal Carriers, Police Water Cannon vehicles, Police Tactical Squad vehicles and Logistic Support vehicles. Partnerships were formed with tested and reliable vendors to ensure the success of S2006.

Services provided by these strategic partners included:

• Round-the-clock vehicle maintenance    support;
• Timely delivery of at least 350,000 quality meals to 21 different units deployed in more than 45 different    locations; and
• Refurbishment works at four forward deployment bases to accommodate huge numbers of S2006   public order forces.

These events tested and affirmed the readiness and scalability of PLD to meet the requirements of major police operations on an unprecedented scale.

Infrastructure Developments

FY 2006 also saw the completion of several infrastructure
developments:

• Re-acquisition and refurbishment of the Old Police Academy (Thomson Road) to accommodate major    units such as the Police National Service Department, the Infrastructure Development and Management    Division, the Automotive Engineering and    Management Department and the Police Driving School. To    achieve optimum returns, about one-fifth of the space was leased out to compatible commercial users.
• Woodlands Neighbourhood Police Centre (NPC)
• New workshop for Police Coast Guard (PCG) Base at Lim Chu Kang
• Expansion of residential sites for Gurkha Contingent
• Over 50 minor infrastructural works across the various divisions

Organisational Changes

To better align with new challenges, PLD underwent a change in organisational structure and nomenclature with effect from October 2006. The Procurement Contracts Division and the Logistics Readiness Division were beefed up, together with the strengthening of finance processes and people development areas.

People Development

PLD continued to ensure that officers are trained and their knowledge upgraded to equip them for their role as logisticians. Officers were sponsored for relevant diploma and certificate courses. The inaugural Logistics Vocation Training Courses were held to introduce basic logistics skills to the full-time Police National Service officers. To raise professional competencies, training was conducted in Procurement, Readiness, Life Cycle Management, Armament Management, Fire Safety, Vehicle Maintenance and Equipment related courses. Strategic partners such as Defence Science and Technology Agency and ST Logistics were also engaged to conduct training and sharing sessions to pass on technical knowledge to the logisticians.

A New Best Sourcing Partner - POLWEL

A new milestone was set in PLD’s quest for best sourcing when POLWEL penned a contract to provide services to repair and maintain firearms for the Force.

PLANS FOR FY 2007

Enhancing logistics readiness and cost efficiency will continue to guide the department’s activities and plans for FY 2007. Project teams have been formed to achieve these in PLD’s quest for excellence.
