KEY HIGHLIGHTS AND ACHIEVEMENTS IN FY 2006
As futurists and strategists, the Planning & Organisation Department (P&O) ensures that the Singapore Police Force (SPF) stays ahead through the timely formulation of policies, optimal deployment of resources, extensive building of external relations and creative stimulation of organisational development. P&O’s achievements can be categorised according to the key ideals spelt out in its vision – Planning, Initiative, Partnership and Innovation – organised under a π2 (PI-squared) framework.
Planning - Resource Optimisation
Through tools such as Quarter-to-Quarter (Q2Q) planning and portfolio management for resource prioritisation, P&O ensures that SPF optimises scarce resources and is able to do more using less. P&O has also been instrumental in the securing of valuable resources for the organisation, through avenues such as re-investment fund bidding. As testament to its resourcefulness, P&O managed to secure and apportion an additional $8 million to support the IMF-WB Board of Governors Annual Meetings 2006 or S2006 operations and deployment. Approximately $13 million of savings was also achieved and channelled into building additional capabilities for the year.
Initiative – Initiating Change
At the strategic level, the Leadership Group serves as the hallmark for collective leadership in SPF. To extend on this success, the six land divisions have embarked on individual journeys to harness and uncover the potential for collective thinking and action at the operational level under the guidance of P&O. To build capacity and promote leadership at all levels, P&O also initiated programmes for the systematic training of middle managers, starting with Commanding Officers at the Neighbourhood Police Centres.
Partnership - Building Bridges
Recognising that SPF operates in an inter-connected and globalised world, P&O continued to strengthen bilateral and multi-lateral ties with external police forces, with the signing of Memoranda-of-Understanding (MOUs) with the New York Police Department, Royal Brunei Police Force and Dubai Police Force. P&O also facilitated the deployment of police attachés to the Singapore Embassy in Jakarta in April 2006 and Philippines in June 2007. P&O was responsible for the campaign leading to Commissioner of Police’s election as Vice-President (Asia) of the Interpol Executive Committee in September 2006. The 27th ASEANAPOL Conference also concluded on a high with P&O creating a platform for collective thinking by the various Chiefs of Police so as to effectively chart the strategic directions of ASEANAPOL.
Innovation - Striving to be the Best
SPF has been relentless in its Organisational Excellence journey. As a result of its efforts, SPF was recently conferred the Singapore Quality Award with Special Commendation. This rigorous framework allows SPF to benchmark against world class organisations, and its attainment, coupled with stellar results, attest to the robust knowledge management initiatives and Learning Organisation concepts, which P&O as a key driver of change, has helped institutionalised.
PLANS FOR FY 2007
Through leveraging on innovation, P&O will continue to ensure the agility of SPF in dealing with future challenges. The Learning Organisation framework will be reviewed, and tools such as Enterprise Risk Management will be further explored to enhance the ability to mitigate uncertainties given scarce resources. Through ‘SWAT’ teams, P&O aims to introduce a new discipline of experimentation and prototyping within the organisation. Internationally, P&O will also seek out more opportunities for cooperation so that SPF may expand its network of allies in the combat against transnational crime and terrorism. As helmsman, P&O is committed to the masterful steering of the SPF ship, so that SPF may sail towards its vision of being a Force for the Nation, an Inspiration to the World.
