Police National Service Department

KEY HIGHLIGHTS AND ACHIEVEMENTS IN FY 2006

The Police National Service Department (PNSD) came up with many exciting initiatives in FY 2006 and achieved significant results through its four focal areas of ensuring readiness to support operational requirements, increasing effectiveness and efficiency, improving welfare and morale, and enhancing communication.

Ensuring Readiness to Support Operational Requirements

Major Operations

Police NS personnel were deployed alongside regular officers during major operations such as Exercise Northstar, GE 2006 and IMF-WB Board of Governors Annual Meetings 2006 or S2006.

Joint Open Mobilisation

On 10 February 2007, operationally-ready PNSmen from the Police Logistics Department and the Disaster Victim Identification (DVI) Group of the Criminal Investigation Department were mobilised for the first time at the third Singapore Police Force (SPF) and Singapore Civil Defence Force (SCDF) Joint Open Mobilisation Exercise. Following the Open Mobilisation, a team of PNSmen from the DVI group was activated alongside SCDF NSmen for a ground deployment exercise. The exercise was part of PNSD’s progressive plan to validate the operational readiness and manpower response plans of the NS units in SPF.

Discipline Management of NS Personnel

In 2006, PNSD effectively reduced the full-time Police National Service officers’ (PNSF) Absence Without Official Leave (AWOL) rate to less than 1.12% and the operationally-ready PNSmen’s AWOL rate to less than 0.05%.

Improving Effectiveness and Efficiency

National Service Personnel Administration and Management (NSPAM) System

PNSD rolled out the new NSPAM system to replace the current Home Affairs Online Management System (HOLMS), National Servicemen Administration System (NSAS) and National Servicemen Payroll System (NSPAY) which were used to manage NS Personnel records. NSPAM provides an integrated solution that offers the functions currently in the three systems and more; it will improve the efficiency of Human Resource administration for
the NS personnel.

New Vocations for PNSFs

PNSD created new functional areas where PNSFmen are deployed, namely Events Security Officers and Police MRT Unit Officers, to optimise their contribution in supporting frontline operations. These are to bolster police’s regular strength in combating terrorist threats.

New Make-Up Claim Form for PNSmen

To enhance efficiency, a new make-up claim form, which combined three forms into a single form, was launched, a move that was well-received by the employers.

Improving Welfare and Morale

Best Operational and Best Deployed KINS Award

To recognise the contribution of operationally-ready PNSmen in Key Installation Protection (KINS) units, two new awards were introduced to encourage keen and friendly competition amongst KINS units, to boost the morale of the KINS troopers and to encourage them to strive harder.

Community Service and Re-Integration (Care) Programme

The Care Programme was launched to help PNSFs, who have been disciplined for committing offences, re-integrate into their workplace and promote civic duty.

NS Bonus

In line with the recommendation of the Fourth Committee to Recognise the Contribution of Operationally-Ready NSmen to Total Defence, PNSD has paid out NS bonuses of $100 and $400, to all eligible PNSFs as well as operationally-ready and reserved PNSmen in recognition of their contribution towards NS. The total number of beneficiaries was over 40,000.

Enhancing Communication

First Dialogue with PNSmen Employers

PNSD held its inaugural dialogue with employers of operationally-ready PNSmen. The dialogue provided good opportunity to apprise employers of new initiatives and existing guidelines in relation to the PNSmen. It also provided an avenue for employers to raise their concerns, seek clarifications and give suggestions on existing processes.

NS Portal

PNSD played a critical role in the implementation of NS Portal - a one-stop unified gateway for NSmen from SPF, Singapore Armed Forces (SAF) and SCDF. Launched on 6 November 2006, it provides NSmen with a suite of NS-related online services, promotes camaraderie and helps to contribute a positive NS experience.

PLANS FOR FY 2007

In the year ahead, PNSD will continue its unceasing efforts to invest in the training and management of PNS resources to produce highly competent and professional NS personnel who are well-integrated with the regular officers.
