KEY HIGHLIGHTS AND ACHIEVEMENTS IN FY 2006
FY 2006 saw the Police Technology Department (PTD) providing state-of-the-art technological equipment, solutions and services to support various police operations.

Infocomm Technology (ICT) Support for Singapore General Elections 2006
During the GE held from 27 April to 6 May 2006, PTD ensured that the Singapore Police Force (SPF) frontline units and command posts were well-equipped with ICT equipment and systems. Key systems such as the Crisis Information Management System (CIMS), closed circuit television cameras (CCTV) and 3G Manpack system for real-time video streaming capabilities were deployed to capture real-time footage of crowd behaviour, public order and other security-related incidents.
ICT Support for S2006
During the IMF-WB Board of Governors Annual Meetings 2006 or S2006 in September 2006, PTD ensured that all ICT equipment and systems delivered at the various command posts were operational, and that prompt on-site support was provided. The systems deployed included the 3G Manpack system, Wireless Map System for Public Order Task Force (POTG) Commanders, 3D Modelling system, Hazmat Transport Vehicle Tracking System (HTVTS), Unified Closed-Circuit Management System (UCCMS), Police Camera Zone (PCZ) system, Barcode Access Control system, walk-through metal detectors and X-ray machines.
Infrastructural cabling and network installation works were carried out at the Police Command Posts at Police Headquarters, Suntec City, hotels and other event locations two months before the start of the event. This enabled extensive communications and CCTV networks to be established. The real-time video streaming capabilities assisted the various Incident Commanders to oversee the police operations for the entire event and allowed effective command and control of incidents.
Technology Review
The formation of the Technology Review Committee in PTD helps to manage technological risks, track and monitor the latest advancement in technology, and review existing technologies and systems to ensure relevance and cost efficiency. A Technology Watch List, comprising of more than 20 key areas of ICT technologies of interest to SPF, was sent to various companies in the industry to elicit technological solutions that could possibly meet the stated operational requirements.
Striving Towards Project Management Excellence
PTD strives continually for excellence in its project management. In FY 2006, the first batch of nine engineering officers passed the Certification in Project Management Professional. Project risk management was also introduced for all ICT projects where project managers are required to construct a risk matrix for every project.
The Vendor Rating Framework was put in place, with a future goal of providing a more precise method of awarding tenders to deserving companies who have consistently performed well in developing and maintaining ICT systems. The P-E-C-E (Policy – Education – Checking – Enforcement) framework for ICT governance was introduced too. To improve systems integration, System Integration Maps have also been constructed for the major SPF domains of Operations, Investigation, Traffic, and Human Resource.
PLANS FOR FY 2007
PTD will continue to deliver effective ICT services and harness cutting-edge technology to support SPF operations and ensure Singapore’s safety and security.
The major developmental initiatives that are planned for FY2007 include:
PTD Training School
The launch of PTD Training School by the Commissioner of Police on 19 July 2007 will push up the training for PTD officers in key technical and project management disciplines by one notch. Blended learning approaches of classroom learning, on-the-job training and e-learning modules will be used to maximise the effectiveness of learning. New and novel methods of imparting knowledge (e.g. problem-based learning) will be introduced to compress learning time.
Systems Integration
The Systems Integration Master Plan will define the integration guidelines, policies, processes and standards to ensure consistency and resilience in the integration of ICT systems developed by a variety of vendors.
ICT Governance
The introduction of the ICT Governance Framework will help to enhance the management of technology, projects and resources.
