Volunteer Special Constabulary

KEY HIGHLIGHTS AND ACHIEVEMENTS IN FY 2006

Deployment at Major Events

As the Volunteer Special Constabulary (VSC) celebrated its 60th anniversary in 2006, its officers continued to play a significant role during the GE and the IMF-WB Board of Governors Annual Meetings 2006 or S2006 deployments. 598 officers were deployed for the rallies and polling day, while 738 officers, comprising 74% of the active strength, provided over 2,700 man-days during S2006.

Commendation of VSC Officers

In August 2006, Deputy Commander VSC, Superintendent (V) Lim Kia Tong, and Head VSC ‘G’ Division, Superintendent (V) Raju Supiah, received the Ministry of Home Affairs National Day Awards for their outstanding performance and leadership. The ‘Project Metal Fusion’ team, led by Assistant Superintendent (V) Wayne Koo and supported by Inspector (V) Lim Kee Seng, Staff Sergeants (V) Adrian Leong and Bernard Chan, Sergeants (V) Thomas Koh and Edmond Lim from ‘G’ Division, was awarded the Ministry of Home Affairs Operational Excellence Award in February 2007 for outstanding arrests for cases of theft of metal parts.

VSC Best Unit Competition

The VSC Best Unit Award 2006 was awarded to VSC ‘A’ Division for the third time in a row since the inception of the award. TRACOM and Central Narcotics Bureau clinched the second and third positions respectively.

Manpower and Productivity

The strength of the VSC force stands at 1,370, as of 31 March 2007. VSC officers are deployed in all six land divisions, four specialist units and TRACOM. Some 275 are serving in schools to enforce discipline under the Discipline Masters/Operation Managers Scheme, while 17 are either in the Prisons service or holding specialists appointments.

For the last 12 months ending 31 December 2006, VSC’s monthly average productivity was 279%. Leave absenteeism and below hours performance variables were kept far below the allowable range. This is the best performing year in the last five years.

In the 2007 annual promotion exercise, 91 Police Officers and 11 Senior Officers were promoted to the next higher rank. Five Police Officers were also appointed as Acting Inspectors on 1 June 2007.

Sports and Welfare Activities

The VSC Sports and Welfare Committee organised various activities to foster greater camaraderie among the volunteers. Key events included the VSC Family Day at the Zoo (11 June 2006), VSC Inter-division Bowling Tournament (10 December 2006), VSC Inter-unit Shooting Competition (14 January 2007), 1st VSC Senior Officers’ Graduation Ceremony cum Senior Officers’ Dining-in (18 January 2007), 1st VSC Corporate Retreat (5 March 2007) and 4th VSC Annual Appreciation Dinner (15 March 2007). The VSC Shooting team emerged as second runner-up in the inter-divisional category for the Johore Shield held in January
this year.

PLANS FOR FY 2007

VSC strives to maintain a high level of professionalism and competency in policing. For 2007, VSC will continue to focus on:

• Maintaining high standards of discipline and conduct;
• Establishing clear performance indicators to focus on operational priorities;
• Building strong capable management and ground leaders
      – continued renewal of leadership and grooming of talents;
• Sharpening skills and knowledge of officers through training and development;
• Institutionalising Standard Operating Procedures for clearer directions and visions;
• Reducing attrition rate and boosting improving recruitment; and
• Building strong team spirit and bonding among VSCs and with the regulars.
