Clementi Police Division:
A Strong Presence in the West
The morale of officers in Clementi Police
Division was boosted in FY 2007 by the high
rate of crimes being solved, clearance rate,
and public service delivery standards.
This was due to our strong service culture,
robust crime control mechanisms, and the
efforts of the divisional Joint Operations,
Intelligence and Investigations (JOII).
Our officers demonstrated their effectiveness
by solving many high-profile cases
quickly. A series of 38 housebreaking and
theft cases in several shopping malls
islandwide in October of 2007 was solved
with our forensic capabilities.
January 2008 saw the tireless efforts of
our entire Commerial Crime Squad (CCS)
culminate in the arrest of two male subjects
responsible for more than 200 cheating
incidents. The duo had cheated potential
job applicants of their hard-earned money
after these victims responded to their false
newspaper advertisements. |

Mainly public and private residential
neighbourhoods with several industrial
areas, Singapore’s Petrochemical Hub at
Jurong Island, the resort island of Sentosa,
Singapore’s largest shopping mall – VivoCity
and Singapore’s largest entertainment
complex – St James Power Station. |
We also turned our attention to the
surrounding heartlands, launching a joint
operation with three other units – Division
Intelligence Branch, Investigation Branch
and Bukit Merah West Neighbourhood
Police Centre – to arrest a couple involved
in a series of more than 40 cases of thefts
from vehicles at multi-storey car parks.
Emergency Preparedness
Clementi Police Division (‘D’ Division)
placed great emphasis on building a
high level of readiness among key units
to deal with incidents and emergencies.
We conducted ‘Exercise Typhoon’ at the
Petrochemical Hub located on Jurong
Island to test our response capabilities
in managing a mass evacuation from
the island. Held in July 2007, the exercise
was jointly organised by the Ministry of
Defence (MINDEF) and the Ministry of
Home Affairs (MHA).
Our close cooperation with officers
from the Singapore Armed Forces (SAF),
Singapore Civil Defence Force (SCDF), and
JTC Corporation Jurong Island Emergency
Control Centre ensured the smooth coordination
and execution of the exercise. A
pre-exercise mass briefing was conducted
for 500 participants from 28 companies.
Working within the Community
Community bonding and close working
relationships with grassroots, Voluntary
Welfare Organisations (VWO) as
well as strategic partners led to the
implementation of several innovative and
significant Community Safety and Security
Programmes (CSSP) and networking plans.

Symposium 2007
The FSC Networking Symposium 2007
was a big success. Representatives from
‘D’ Division, various schools and Family
Service Centres within our jurisdiction
came together to discuss pertinent issues
relating to the misuse of new media by
youths. Community partners welcomed
such networking initiatives, as they created
opportunities for everyone to play their
part in creating a safer and more secure
neighbourhood.
A Strong Showing for FY 2007
Social events and activities which included
the Dinner and Dance, festive celebrations,
overseas trips, Knowledge Enhancement
Excursions and sports, have created a ‘D’
Division family united by a strong spirit of
belonging. Human resource initiatives to
engage officers and create better worklife
balance also played a large part in our
successes as a Division.
For example, we achieved better results
in the Organisational Health Survey (OHS)
2007, surpassing some of our counterparts’
overall average scores, particularly in the
areas of Leadership, Communication and
Service Excellence.
Tackling FY 2008
With recent changes in our operating
environment and the emergence of
new challenges for SPF, ‘D’ Division will
constantly adapt and improve while
remaining vigilant in the face of any
circumstance.
We will continue to make pivotal
contributions to the safety and security
of Singapore. Through continual selfassessments,
we are confident that
any operational gaps impacting public
confidence will be thoroughly addressed.
We also plan to improve our internal
communications to better engage our
officers, to seek out new ideas to enhance
work processes and to develop frontline
leaders. This is testimony to SPF’s maxim
that our people are our most valuable
asset.
