Tanglin Police Division –
Serving a Diverse Locality
Operating in the very varied environment
of HDB heartland and private residences,
embassies and consulates and over 500
entertainment outlets, Tanglin Police
Division continued to uphold the law and
maintain a low crime rate for FY 2007.
Despite a year of increased security
deployments for high-profile events and
a heavier workload, Tanglin Police Division
– or ‘E’ Division as we are called – worked
as a team to explore new and innovative
ways to fight crime, thereby keeping the
crime rate low in our locality.
An Outstanding Presence
We won the championships for both the
Best Land Division Competition (BLDC)
and Best Police National Service (PNS)
Land Division Competition for FY 2007.
Clinching both of these coveted awards
was a landmark achievement for our
Division and is also a first for SPF. This was
only made possible with the high level
of commitment, integrity and service of
our officers. |

Great Responsibilities
Some of our responsibilities in the past year
included providing security for high-profile
events such as the International Institute
of Strategic Studies (IISS), ASEANAPOL,
National Day Parade and ASEAN Summit.
We also handled security arrangements for
huge crowds at events like the Christmas
and New Year’s Eve countdowns.
With its multi-national population,
Singapore has the potential to be affected
by the international political climate. This
was shown clearly by last year’s protest
by candlelight outside the Myanmar
Embassy.
Our officers showed their mettle by
dealing with these events professionally
and confidently, and were able to contain
these demonstrations peacefully.
A Network of Strong Alliances
E-Hotel Network
Orchard Road is the epicentre of Singapore’s
shopping and entertainment district;
complemented by many hotels and other
tourist accommodation. We reached out
to this sector, formalising our E-Hotel
Network as an avenue for hotels to raise
their safety and security concerns.
As an excellent double feedback channel,
Orchard Neighbourhood Police Centre
(NPC) has already begun highlighting
emerging crime trends and dispensing
valuable advice. Many crimes were either
pre-empted or solved using this excellent
communication tool.
E-Shopping Network
The Orchard NPC extended the concept of
the E-Hotel Network to the retail industry,
creating an open channel dialogue system
among retailers, owners and SPF.
We are delighted that 15 shopping centres
and department stores have come on
board as members. These include Cathay
Cineleisure, Ngee Ann City, Paragon, Tangs,
Plaza Singapura, Isetan and Carrefour.
Entertainment Outlet Outreach
With more than 500 entertainment outlets
under our jurisdiction, attracting
thousands of patrons every night, we have
engaged reputable entertainment players,
such as the Ministry of Sound, Zouk and St
James Powerhouse, to regularly share crime
prevention measures to ensure a safe and
secure environment for both locals and
foreigners to party.
Always on the Lookout for Talent
We have continued to identify, develop
and train leaders in the organisation
through our unit leadership development
programme – Building, Evaluating and
Spotting Talent (B.E.S.T).
Having a Bit of Fun
The Annual ‘E’ Sports Carnival was
organised to showcase athletic talent in
a fun-filled environment. Rock climbing,
paintball and street soccer events even
attracted the participation of key officers,
building trust and camaraderie among
everyone involved.
A Bright Future Ahead in
FY 2008
‘E’ Division will continue to re-evaluate and
improve its strengths in FY 2008, through
focused programmes and a commitment
to self-improvement.
Some of our aims include improving our
crime deterrence capabilities, exploring
technological solutions, maximising our
limited human resources, and fine-tuning
our budget and resource management. To
achieve this, we recognise that the answers
will always come from our people. For that
reason, we will continue to invest in them
through our B.E.S.T programme, so that
they will inspire our Division to achieve
bigger and better things.
