The Building Blocks of SPF
The Police Logistics Department was more
prepared for challenges in FY 2007 and was
able to strategise activities in accordance
with its four main strategic thrusts.
The four Strategic Thrusts of the Police
Logistics Department (PLD) are aligned with
SPF’s organisation-wide strategic thrusts.
They are enhancing logistical readiness,
achieving cost efficiency, enabling capability
building and maintaining societal
responsibility.
Enhancing Logistical Readiness
Several infrastructure projects, which
helped to enhance the Operational
Readiness of the SPF, were completed in FY
2007. These included:
• Renovation works at Gurkha Contingent
(GC) Training Camp in Pulau Tekong
• Construction of new GC infrastructure
including new married officers’ quarters
and the expansion of the Administrative
Block
• Upgrading of Special Operations
Command (SOC) infrastructure
• Dredging works at Police Coast Guard
(PCG) Lim Chu Kang Regional Base and
Wharf Repair at PCG Brani Headquarters
(HQ)
• 17 minor improvement development
projects across SPF
A shipment of new equipment kept us
busy. 86 vehicles, 54 motorcycles and 19
Euro-4 compliant Toyota Hi-ace diesel
minibuses were brought in to replace the
older models. We also raised our stockpile
of Personal Protection Equipment (PPE)
to 100%.
Achieving Cost-Efficiency
Our Department surpassed the target
of 10% Economy Drive (ED) savings and
managed to save $7.7 million. We were
able to accomplish this by leveraging on
new technology and ground engagement,
and fine-tuning procurement processes. By
consolidating our demands, we achieved
savings of about $2 million.
Capability Building
During ‘Operations Capture’ earlier
this year, we were able to support new
requirements from the ground and
increase the resilience of the officers
involved by introducing new equipment.
These included self-contained observation
posts to enhance the comfort and alertness
of officers, powerful hand-held searchlights
with up to 1 km effective range to facilitate
night operations, and Meals Ready to Eat
(MREs) provided to officers to sustain them
for long operations.
Societal Responsibility
PLD caught the nation-wide green bug and
actively drove the Green movement within
the SPF. With the SPF Green Competition
entering its sixth year, units were able to
achieve record savings by cutting down on
utilities consumption, thereby achieving
a 2.05% savings (or about $621,990) in
expenditure. This was a 48% improvement
over the previous financial year despite
escalating energy costs – proof of the
strong and enduring support of SPF units
in their efforts to be green.
We have also conducted energy audits on
a number of SPF buildings in an effort to
improve efficiency in energy consumption.
The PLD Blueprint in FY 2008
We will continue to develop our
relationships with the rest of the logistics
community and strategic partners. In
this way, we will remain relevant and
achieve our mission to provide ‘an optimal
logistical support to SPF in peacetime and
in emergency’.
A number of major projects are scheduled
for completion in FY 2008. Among these
projects are the extension of the vehicle
Comprehensive Maintenance Agreement
(CMA) to cover Home Team vehicles from
Central Narcotics (CNB), Immigration and
Checkpoints Authority (ICA) and Prisons,
the introduction of improved Forward
Command Vehicles and the procurement of
Taser X26 for force-wide implementation.
