Regulated Air Cargo Agent Regime (RCAR) Industry Outreach Programme
The Singapore Police Force, the Appropriate Authority for Aviation Security, will be implementing the Regulated Air Cargo Agent Regime (RCAR) on 1 Apr 2008 .
Under the new regime, a cargo handling agent, freight forwarder, freight consolidator, freight carrier, cargo terminal operator or any other commercial and legal entity, or consignor of air cargo may register to be a Regulated Air Cargo Agent (RCA). The State will regulate and define security measures that RCAs are required to comply with when tendering or handling cargo that are meant for carriage on commercial passenger aircraft.
Airport Police Division (APD) and the Civil Aviation Authority of Singapore (CAAS) will be organising a seminar to brief the industry on the requirements of the RCAR and its impact to the industry and business operations.
