Regulated Air Cargo Agent Regime (RCAR) Latest Development
This is to inform that there will no longer be any requirement for a Regulated Air Cargo Agent (RCA) or consignor to submit any security declaration once RCAR comes into effect on 1 Apr 08. However, the RCA is expected to perform 2 important duties in their daily operations:-
(i) RCA should conduct due diligence in going through the invoices/packing list which are submitted by the consignor to weed out any dangerous/prohibited items that may be stated within, and ensure that they are accompanied with the relevant documents or approval.
(ii) RCA should protect the consignments that it received and keep them in a secured area to prevent any unlawful intervention or possible injection of prohibited goods during its care.
We have also simplified the application process so that cargo agents need not submit details of their third party service providers during the application phase. The third party service providers’ details should be included in the RCA's Security Programme which has to be submitted by 1st October 08.
