Accreditation of Consultants for RCAR Security Programme

The Regulated Air Cargo Agent Regime (RCAR) was fully implemented on 1st Apr 2008. This new regime is a recommended security measures of the International Civil Aviation Organisation (ICAO) to enhance cargo security on passenger commercial flights.

As part of the regime, all Regulated Cargo Agent are required to submit a Security Programme (SP). This SP will specify all the security measures adopted by the cargo agents. The adopted security measures must be approved by the Police and it commence from the point cargo is accepted till they are delivered to the Airfreight Terminal for export.

Some cargo agents may require service providers to assist in formulating their SPs. Airport Police Division (APD) intends to accredit Security Consultancy firms to provide such services to interested cargo agents. As such, APD will be organising a course for Security Consultants and upon successful completion of the course, the firms will be accredited by the Police. Interested Security Consultancy Firms must fulfill the following criteria;

Criteria for Security Consultants

  1. Have an initial start-up capital of $50,000

  2. Provide samples of relevant materials and testimonials of clients

  3. Employees who act as consultants should have at least 3 years relevant security experience in a senior capacity

  4. Employees should have past experience in conducting audit work
