Extension of Government Subsidy For Screening of Unknown Export Cargo Under The Regulated Air Cargo Agent Regime

The Regulated Air Cargo Agent Regime (RCAR) was implemented on 1 April 2008 with the aim of enhancing cargo security on departing passenger aircraft. In early 2008, the Government announced that it will subsidise the screening of:

(a) Unknown export cargo from 1 April 2008 to 31 March 2009; and

(b) Known export cargo and air-to-air transhipments that transit Changi for more than 6 hours from 1 April 2008 to 31 March 2011;

to facilitate the air cargo industry into the regime and phase in the financial impact on the industry that arise from the implementation of the RCAR.

In light of the current economic downturn and weak cargo market, we are pleased to inform that the Government has decided to extend the subsidy for screening of unknown export cargo for another year from 1 April 2009 to 31 March 2010. The subsidy for the screening of known export cargo and air-to-air transhipments that transit Changi for more than 6 hours shall continue until 31 March 2011.
