Accreditation of Auditors for RCAR
The Regulated Air Cargo Agent Regime (RCAR) was fully implemented on 1st April 2008. This new regime is a recommended security measure of the International Civil Aviation Organisation (ICAO) to enhance cargo security on passenger commercial flights. The regime will achieve its first renewal cycle on 1 April 2012.
As part of the regime, onsite audits of the Regulated Air Cargo Agents (RCAs) and their third party service providers’ premises will be conducted by an independent party accredited by the Singapore Police Force. The RCAs will be required to engage the independent auditors not more than 6 months before their registration validity expires and shall pass the audit at least one month before the registration validity expires. The audit will cover all aspects of the Security Programme of the respective RCAs.
As such, APD will be organising a course for Security Consultants and upon successful completion of the course, the firms will be accredited by the Police. Interested Security Consultancy Firms must fulfil the following criteria;
Criteria for Security Consultants
- Have an initial start-up capital of $50,000
- Provide samples of relevant materials and testimonials of clients
- Employees who act as auditors should have at least 3 years relevant security experience in a senior capacity
- Employees should have past experience in conducting audit work
