Accredited Auditors for RCAR
The Regulated Air Cargo Agent Regime (RCAR) was fully implemented on 1st April 2008. This regime is a recommended security measure of the International Civil Aviation Organisation (ICAO) to enhance cargo security on passenger commercial flights.
As part of the regime, onsite renewal audits of the Regulated Air Cargo Agents (RCAs) and their third party service providers’ premises must be conducted by an independent auditor accredited by the Singapore Police Force (SPF). RCAs must engage the accredited auditors not more than 6 months before their registration validity expires and shall pass the audit at least one month before the registration validity expires. The audit will cover all aspects of the Security Programme of the respective RCAs.
To aid the RCAs in conducting their renewal audit, Airport Police Division ( APD ) had conducted a training and accreditation course for interested consultancy companies to provide audit services to the RCAs.
The following consultancy companies (in alphabetical order) have successfully completed the training and accreditation course held from 20 to 22 September 2011 and are accredited by SPF ( APD ) to offer audit services to RCAs.

RCAs may contact the auditors directly to engage their audit services. Any engagement of services would be a business transaction between the RCAs and the auditors.
SPF does not set the fees that the auditor charge for the provision of the audit services offered to its clients.
Engaging these auditors does not mean that the renewal audit submitted to the SPF will automatically be approved.
